潍坊市国有企业改制中的政府行为研究

【摘要】:十六大提出了建立健全国有资产管理和监督体制,政府部门所具有的公共管理职能、国有资产出资人职能需要进一步被分离,政府不再作为在企业进行资源配置方面的主体,也不再是企业制度设计的主体,不再行使国有资产的经济权方面的职能。现代市场经济条件之下,政企关系趋于了合理化、法律化。国家不直接干预企业所进行的一些经济活动,采用更多的是计划诱导、法律法规、政策调节等手段,以维护竞争,促进企业自由发展。 本论文采用以上方法对以下方面的问题进行了研究:其一,对选题的一些具体研究和情况进行归纳总结。主要对选题背景、研究目的和意义、国内外研究现状、研究方法、主要内容和研究框架进行了说明。其二,对选题的相关理论概念进行归纳总结。首先,对国有企业及国有企业改制的理论进行了概念阐述,主要包含有国有企业的定义、性质和重要性进行了概括;对国有企业体制改革理论进行了概括,主要包含有国有企业改制论述、意义和主要成果进行了归纳;再次,对政府行为的内涵进行了归纳,主要是将概念和特征进行归纳;最后,对地方政府行为在国企改制中的作用分析,主要包含有参与国际竞争、提高国际竞争能力,,发挥政府经济职能、克服市场失灵,调整产业结构促进产业结构升级和推动国企改革强化企业竞争力。其三,对潍坊市国资委在国企改制中的作用进行了分析。首先,将潍坊市国有企业改制情况进行了梳理,对目前的改制现状予以说明,主要是对国企情况和改革情况进行概括;其次,主要阐述了潍坊市国资委对国有企业经营者的激励约束机制作用,主要包含有监管机制、激励和约束机制;再次,潍坊市国资委这个政府组成部门的行为对国企改制起到的作用,主要从政策支持、必要引导和有效服务三个方面进行了分析。最后一部分主要是对怎样完善各种支持环境来强化潍坊市国资委的作用进行了策划。首先是要推动市属企业体制机制创新,具体有三方面的举措;其次是要全面落实重大监管制度,主要有实行企业经营者年度和任期绩效考核和薪酬管理制度等四个方面的内容;再次是要深化完善国有资产监管体系,主要提出了四个方面的建议;最后提出了理顺国企领导人员管理体制的三个对策。
[Abstract]:The 16th National Congress proposed to establish and improve the management and supervision system of state-owned assets. The public management functions of government departments, the functions of state-owned asset contributors need to be further separated, and the government is no longer the main body in the allocation of enterprises' resources. Also no longer is the enterprise system design main body, no longer exercises the state-owned assets economic power aspect function. Under the condition of modern market economy, the relationship between government and enterprise tends to be rationalized and legalized. The state does not directly interfere in some economic activities carried out by enterprises, but adopts more measures such as plan induction, laws and regulations, policy regulation, etc., in order to maintain competition and promote the free development of enterprises. This paper uses the above methods to study the following issues: first, some specific research and situation of the topic are summarized. The background, purpose and significance of the research, the current research situation, the research methods, the main contents and the research framework are described. Secondly, the related theoretical concepts of the topic are summarized. First of all, the concept of state-owned enterprises and the theory of state-owned enterprises reform has been expounded, mainly including the definition, nature and importance of state-owned enterprises. This paper summarizes the theory of state-owned enterprise system reform, mainly includes the discussion of state-owned enterprise reform, significance and main achievements, thirdly, summarizes the connotation of government behavior, mainly induces the concept and characteristics. Finally, the paper analyzes the role of local government behavior in the reform of state-owned enterprises, including participating in international competition, improving international competitiveness, giving full play to the economic functions of the government, and overcoming market failure. Readjusting the industrial structure to promote the upgrading of the industrial structure and promoting the reform of state-owned enterprises to strengthen the competitiveness of enterprises. Thirdly, it analyzes the role of Weifang SASAC in the reform of state-owned enterprises. First of all, the reform of Weifang state-owned enterprises is combed, the current situation of reform is explained, mainly the situation of state-owned enterprises and the situation of reform are summarized. Secondly, it mainly expounds the role of Weifang SASAC on the incentive and restraint mechanism of state-owned enterprise managers, including supervision mechanism, incentive and restraint mechanism; Thirdly, Weifang SASAC, which is a government department, plays an important role in the reform of state-owned enterprises, mainly from three aspects: policy support, necessary guidance and effective service. The last part is about how to improve the support environment to strengthen the role of Weifang SASAC. First of all, it is necessary to promote the innovation of the system and mechanism of municipal enterprises, there are three specific measures, the second is to fully implement the major regulatory system, mainly the implementation of the annual and tenure performance appraisal and salary management system of enterprise managers. The third is to deepen and improve the supervision system of state-owned assets, mainly put forward four suggestions, and finally put forward three countermeasures to straighten out the management system of state-owned enterprise leaders.
