河北省临西县政府绩效评估研究

【摘要】：政府绩效评估日益成为世界各国政府提升自身执政能力、提高自身绩效水平、增强自身公共管理和服务能力的有效工具之一。推动政府绩效评估的发展,可以为政府部门绩效的改进提供有价值的资讯和信息,同时可以增强公众参与绩效评估的积极性,继而提升社会公众对政府的信任程度,最终提高政府绩效水平,实现我国服务型政府的成功转型。我国各地政府相继开展了一系列的绩效评估活动,如杭州市机关“满意单位与不满意单位”评估、如2007年广东省市、县两级政府整体绩效评估等活动。 本文在了解临西县实际情况的基础上,联系运用地方政府绩效评估的理论,进而深化研究临西县政府绩效评估的现状。首先介绍了本文的研究背景和意义,阐明了本文的研究方法和思路；紧接着阐述了与政府绩效评估的关键概念与理论,并把国外与国内的关于政府绩效评估的研究文献与成果一一分类论述；然后本文介绍临西县概况,并用设计好的调查问卷分析临西县目前的绩效评估,逐步发现临西县绩效评估现存的问题,并逐一分析问题背后的原因,最后本文给出对临西县政府绩效评估改进的想法和具体建议。通过对河北省临西县政府绩效评估的研究,对县级政府绩效评估的发展现状和现存问题有了深入认识和分析,并针对问题提出了合理有效的解决思路和具体建议,对我国其他县级政府绩效评估的改进具有一定借鉴意义和现实价值。
[Abstract]:Government performance evaluation has increasingly become one of the effective tools for governments around the world to improve their own governance ability, improve their own performance level, and enhance their own public management and service capacity. Promoting the development of government performance evaluation can provide valuable information and information for improving the performance of government departments, at the same time, it can enhance the enthusiasm of the public to participate in performance evaluation, and then enhance the trust of the public in the government. Finally, improve the level of government performance and realize the successful transformation of our country's service-oriented government. A series of performance evaluation activities have been carried out by local governments in China, such as "satisfactory units and dissatisfied units" of Hangzhou government, such as the whole performance evaluation of Guangdong provincial, county and county governments in 2007. On the basis of understanding the actual situation of Linxi county, this paper combines the theory of local government performance evaluation, and then deepens the research on the present situation of Linxi county government performance evaluation. Firstly, the research background and significance of this paper are introduced, and the research methods and ideas of this paper are expounded. Secondly, the paper expounds the key concepts and theories of government performance evaluation, and classifies the research literature and achievements of government performance evaluation both at home and abroad. Then this paper introduces the general situation of Linxi County, analyzes the current performance evaluation of Linxi County with the designed questionnaire, and gradually finds out the existing problems in the performance evaluation of Linxi County, and analyzes the reasons behind the problems one by one. Finally, the paper gives the ideas and concrete suggestions for the performance evaluation of Linxi county government. Through the research of the government performance evaluation in Linxi County, Hebei Province, this paper has a deep understanding and analysis of the present situation and existing problems of the performance evaluation of the county government, and puts forward some reasonable and effective ideas and concrete suggestions for solving the problems. It has certain reference significance and practical value to improve the performance evaluation of other county-level governments in our country.
