我国妇幼保健机构管理问题研究

【摘要】：本文选取我国妇幼保健机构管理问题为研究对象,在公共管理、公共服务基本理论的指导下,运用文献研究、社会调查、数据分析等方法,了解我国妇幼保健机构管理的基本情况,探索完善妇幼保健机构管理的新途径。本文对我国妇幼保健机构管理的基本现状进行分析,一方面肯定新中国成立以来妇幼保健机构管理总体状况良好,资金投入不断增加,妇幼保健服务能力持续提升,各地区妇幼保健机构规范化建设稳步推进；另一方面,对妇幼保健机构管理过程中出现的政府对妇幼保健机构投入不足；妇幼保健机构人员总体素质较低、专业人才缺乏；妇幼保健服务缺乏规范化管理；妇幼保健服务资源差异大；健康教育活动未得到足够重视等问题进行研究、思考并对妇幼保健机构发展存在的误区、妇幼保健事业的法律缺失及我国地理区域差异等引起问题的原因进行分析。 本文充分借鉴美国、瑞典、澳大利亚发达国家先进方法,结合我国妇幼保健机构管理的实际情况,提出加大政府财政支持力度：建立稳定的妇幼保健机构补偿机制,坚持妇幼保健机构管理的公益性；加强妇幼保健机构基础设施建设：增强妇幼保健基础设施建设能力,提高妇幼保健资源利用的效率；重视妇幼保健人才培养：加强妇幼卫生人才队伍建设、专科建设,完善妇幼保健人才培养管理机制；创新妇幼保健服务模式：转变妇幼保健机构管理理念,积极探索社区妇幼保健管理和服务新模式；提升妇幼保健服务管理水平：制定和修订妇幼保健服务规范,加强基层妇幼保健服务网络建设,界定服务范畴调整妇幼保健机构内部结构；均衡妇幼保健服务资源：加强基层和中、西部妇幼保健机构能力建设,以项目促进妇幼保健资源均衡；广泛开展健康教育活动,结合各地习俗文化灵活开展活动的对策。旨在加强我国妇幼保健机构的管理,为进一步规范妇幼保健机构的建设和发展,促进妇幼保健机构管理更加科学、规范,有效,从而使妇幼保健服务更具有可及性、可获得性、公平性和可持续性,降低我国婴儿死亡率和孕产妇死亡率,最终达到提高妇女儿童的健康水平、实现妇女儿童身心健康目的。
[Abstract]:Under the guidance of the basic theory of public administration and public service, this paper selects the management of maternal and child health care institutions in China as the research object, using the methods of literature research, social investigation, data analysis, etc. To understand the basic situation of the management of maternal and child health care institutions in China and to explore new ways to improve the management of maternal and child health care institutions. This paper analyzes the basic situation of the management of maternal and child health care institutions in China. On the one hand, it affirms that since the founding of New China, the overall situation of the management of maternal and child health care institutions has been good, the investment of funds has been increasing, and the capacity of maternal and child health care services The standardization of maternal and child health care institutions in all regions has been steadily promoted; On the other hand, the government investment in maternal and child health care institutions is insufficient, the overall quality of maternal and child health care personnel is low, the lack of professional personnel, the lack of standardized management of maternal and child health care services; The difference of maternal and child health service resources is great; The causes of the problems caused by the misunderstanding of the development of maternal and child health care institutions, the lack of laws in the cause of maternal and child health care and the differences of geographical regions in China were analyzed. Based on the advanced methods in the developed countries of the United States, Sweden and Australia, and the actual situation of the management of maternal and child health care institutions in China, this paper proposes to increase the financial support of the government: to establish a stable compensation mechanism for maternal and child health care institutions. Adhere to the management of maternal and child health institutions public welfare; Strengthening the infrastructure construction of maternal and child health care institutions: strengthening the capacity of maternal and child health infrastructure construction and improving the efficiency of the utilization of maternal and child health resources; Pay attention to the training of maternal and child health personnel: strengthen the construction of the talent team of maternal and child health care, the construction of specialty, and improve the management mechanism of talent training of maternal and child health care; Innovating the mode of maternal and child health care service: changing the management concept of maternal and child health care institutions and actively exploring the new mode of community maternal and child health care management and service; To improve the management level of maternal and child health services: to formulate and revise the norms of maternal and child health care services, to strengthen the construction of maternal and child health care service networks at the grass-roots level, to define the scope of services and to adjust the internal structure of maternal and child health care institutions; Balancing maternal and child health service resources: strengthening the capacity building of MCH institutions in the grass roots and central and western regions, promoting the balance of MCH resources with projects; carrying out health education activities extensively and flexibly carrying out activities in combination with local customs and cultures. Aimed at strengthening the management of maternal and child health care institutions in our country, further standardizing the construction and development of maternal and child health care institutions, and promoting more scientific, standardized and effective management of maternal and child health care institutions, thus making maternal and child health services more accessible and accessible, In order to improve the health level of women and children and to achieve the goal of physical and mental health of women and children, the infant mortality rate and maternal mortality rate in China will be reduced in order to improve the health of women and children.
