服务型政府视角下河南省公务员激励机制研究

【摘要】:近年来,随着“新公共管理运动”的兴起和社会环境的急剧变化,政府改革的必要性和重要性愈加明显。新公共管理思想打破了传统模式下政府和社会的关系,将公共管理部门和公众进行重新定位:公共管理部门设立的目的是为公众服务,公务员作为公共部门管理人员应对公众负责,,而社会公众具有双重身份,不仅是为政府提供税收的纳税人,还是享受政府服务的“顾客”。在这种公共管理领域的思想大变革的背景下,构建服务型政府成为顺应市场经济发展和社会环境变化的战略性选择。 服务型政府的主体是公务员,政府各种政策的落实和各项职能的发挥,取决于公务员的工作态度、能力和行为。公务员的行政能力和执政水平,直接决定了工作效率和结果,很大程度上影响到政府转型的成败。在构建服务型政府的背景下,十分需要公务员提升服务意识,提高工作热情,增强工作效率。如何培养廉洁、高效、高素质的公务员队伍,激发其创造性,已成为政府改革决策者和学术界研究的重点,而解决此问题关键在于健全和完善公务员激励机制,激发公务员工作积极性和创造性。由此,研究服务型政府视角下的公务员激励机制具有重要的理论意义和现实指导性意义。 这篇论文以构建服务型政府为视角,采用系统分析法、文献研究法、案例分析法、理论与实践相结合法等方法,从新公共管理理论和人力资源相关激励理论出发,借鉴国内外激励机制研究成果,结合我国国情和河南省现状进行案例研究。 论文共分五个部分:第一部分,概述论文的研究背景、意义、研究方法和结构安排,综述国内外有关服务型政府下公务员激励的研究成果。第二部分,界定服务型政府的概念和特征,阐释公务员激励机制的有关理论。第三部分,采用案例分析的方式,剖析服务型政府环境下河南省公务员激励机制实践的现状、存在的问题及其产生的原因。第四部分,结合服务型政府模式的特点以及其对公务员的要求,提出健全和完善河南省公务员激励机制的几项对策和建议。第五部分,得出结论:在新公共管理理论的指导下,立足本国国情和河南省特点,通过相关激励理论的分析,对公务员群体现状进行研究,在公共管理部门中引进科学合理的激励方法,激发公务员群体的工作积极性和创造性,更有力地推动服务型政府改革的进程。
[Abstract]:In recent years, with the rise of "New Public Management Movement" and the rapid change of social environment, the necessity and importance of government reform become more and more obvious. The new public management thought breaks the relationship between the government and the society under the traditional mode, repositioning the public administration department and the public: the purpose of the public management department is to serve the public. Civil servants are responsible for the public as managers of the public sector, and the public has a dual identity, not only the taxpayers who provide tax for the government, but also the "customers" who enjoy the service of the government. Under the background of the great change of public management field, the construction of service-oriented government has become a strategic choice to adapt to the development of market economy and the change of social environment. The main body of service-oriented government is civil servant. The implementation of various government policies and the exertion of various functions depend on the working attitude, ability and behavior of civil servants. The administrative ability and ruling level of civil servants directly determine the working efficiency and result, and to a great extent affect the success or failure of government transformation. Under the background of constructing a service-oriented government, it is very necessary for civil servants to enhance their service consciousness, work enthusiasm and work efficiency. How to cultivate clean, efficient and high-quality civil servants and stimulate their creativity has become the focus of government reform policy makers and academia. The key to solve this problem is to improve and perfect the incentive mechanism for civil servants. Stimulate the enthusiasm and creativity of civil servants. Therefore, it is of great theoretical and practical significance to study the incentive mechanism of civil servants from the perspective of service-oriented government. From the perspective of the construction of service-oriented government, this paper adopts the methods of system analysis, literature research, case analysis, combination of theory and practice, and sets out from the new public management theory and the human resources related incentive theory. Based on the research results of incentive mechanism at home and abroad, combined with the situation of our country and Henan Province, the case study is carried out. The thesis is divided into five parts: the first part summarizes the research background, significance, research methods and structural arrangements of the paper, and summarizes the domestic and foreign research results on the incentive of civil servants under service-oriented government. The second part defines the concept and characteristics of service-oriented government and explains the theory of civil servant incentive mechanism. In the third part, the author analyzes the current situation, problems and causes of the practice of incentive mechanism for civil servants in Henan Province under the environment of service-oriented government by using the method of case analysis. The fourth part, combined with the characteristics of service-oriented government model and its requirements for civil servants, put forward several countermeasures and suggestions to improve and improve the incentive mechanism of civil servants in Henan Province. The fifth part, draw the conclusion: under the guidance of the new public management theory, based on the national conditions and the characteristics of Henan Province, through the analysis of the relevant incentive theory, the current situation of civil servants is studied. This paper introduces scientific and reasonable incentive methods in public administration departments to stimulate the working enthusiasm and creativity of civil servants and to push forward the process of service-oriented government reform.
