改进政府网络社会公共管理问题的研究

【摘要】：近年来随着互联网技术的飞速发展，网络社会吸引了越来越多的参与者，逐渐成为人们从事公共活动的重要空间。同时，网络社会的发展一方面对推动整个社会的发展产生了极大的积极影响，另一方面也对传统的公共管理体系产生了极大的冲击。因此，研究出一套行之有效的网络社会管理办法是解决问题的当务之急。本文主要采用文献研究和综合分析相结合的方法，通过对政府治理理论、危机管理理论等理论工具的掌握和运用，结合对我国网络社会当前特点的观察分析，指出我国网络社会管理中存在的突出问题，进而提出对策和建议。 本文主要由三部分组成。第一部分描述我国网络社会的现状。包括对网络社会主体、新定位以及当前存在的突出现象的认识。第二部分综合分析网络社会管理中存在的问题。通过对我国互联网管理模式和基本特征的研究，重点从管理理念、制度、模式三个方面论述我国网络管理的不足，进而分析其原因。第三部分结合前文的分析，，运用危机管理理论和治理理论，从加强舆论引导、完善法律法规和建立多方合作机制三个方面具体论述，对我国政府改进网络社会公共管理提出对策和建议，最终得出自己的结论。
[Abstract]:In recent years, with the rapid development of Internet technology, the network society has attracted more and more participants and gradually become an important space for people to engage in public activities. At the same time, the development of network society on the one hand has a great positive impact on the development of the whole society, on the other hand, it also has a great impact on the traditional public management system. Therefore, it is urgent to study a set of effective network social management methods. This paper mainly adopts the method of combining literature research and comprehensive analysis, through mastering and applying the theory tools such as government governance theory, crisis management theory and so on, combined with the observation and analysis of the current characteristics of our country's network society. This paper points out the outstanding problems in the management of our country's network society, and puts forward some countermeasures and suggestions. This paper mainly consists of three parts. The first part describes the current situation of China's network society. Including the main body of the network society, the new positioning and the current existence of prominent phenomena. The second part synthetically analyzes the existing problems in the network social management. Through the study of the mode and basic characteristics of China's Internet management, the paper discusses the shortcomings of our country's network management from three aspects: management idea, system and mode, and then analyzes its causes. The third part combined with the previous analysis, using crisis management theory and governance theory, from three aspects of strengthening the guidance of public opinion, improving laws and regulations and establishing a multi-party cooperation mechanism. Put forward the countermeasure and suggestion to our government to improve the public management of network society, finally draw our own conclusion.
