云南省高速公路路政管理研究
[Abstract]:During the 12th Five-Year Plan period, the state will focus on speeding up the transformation of economic development mode and paying more attention to protecting and improving people's livelihood. The Ministry of Communications and Transport has called for strengthening the standardized construction of highway administration teams, and basically establishing a high quality, strong business, strict discipline and hard work style by 2015. The regulations on Highway Protection were formally implemented on July 1, 2011, and the Administrative compulsory Law of the people's Republic of China came into effect on January 1, 2012. The continuous improvement of laws and regulations system puts forward new requirements for the standardization of highway administration. With the advent of network information age and the rapid development of modern science and technology, new requirements are put forward for the advancement of highway administration. Yunnan Province has put forward the development strategy of bridgehead fortress in an all-round way. During the 12th Five-Year Plan period, it will speed up the construction and perfection of "Seven provinces, four exit" high speed and high grade highways, nearly 2000 kilometers of newly built highways, and 5000 kilometers of mileage of the whole province. In the face of the "three new challenges" in the road administration work under the new situation, how to further improve the ability and service level of the highway administration, to ensure the preservation of the value of the highway assets in Yunnan Province, to increase the value of the highway assets, and to maintain the highway infrastructure in a good state all the time, Ensure highway safety and smooth, is the urgent matter of Yunnan Provincial Highways Administration Department. At present, most domestic experts and scholars study mainly on highway construction and operation management, and the theoretical and practical research on highway administration is very limited. Through the research on the road management in the western developed countries, it is found that these countries do not have the proper term "road administration", but treat the road management behavior from the angle of administration. Under the trend of the reform of the national large department system, it is beneficial to maximize the efficiency of expressway to integrate the resources of expressway management and establish the main position of highway management in traffic department. From the point of view of public management, through the analysis and study of the existing highway administration theory, this paper summarizes the law of highway administration, taking Yunnan Province as an example, analyzes the existing problems, and puts forward some reform suggestions. It provides a reference for the study of highway administration in China.
