善治视域下我国政府回应能力提升研究

【摘要】：回首改革开放三十年历程，，中国在经济上取得了举世瞩目的成就，为世界的发展做出了应有的贡献。同时，我国的政治民主化进程也在不断地深化和推进。纵观经济现代化和政治民主化的国际背景，中国的公共行政经过不断地变革和适应，逐渐走向由传统行政向现代民主行政的蜕变之路。树立新公共服务理念，提升政府回应能力，建立民主型的政府治理模式，已成为我国政府乃至世界各国政府行政改革的价值取向，构建民主、公正、高效、透明的政府回应体系也是当前我国政府改革的重要内容。善治视域下政府回应能力以新公共管理理论、新公共行政理论、新公共服务理论、公共治理理论四大理论作为理论基础，其核心要素包括回应过程、回应内容、回应效果、回应时间、回应方式等五个方面。善治视域下政府回应能力的提升，既是协调政民关系与构建和谐社会的需要，也是促进行政决策的科学化和民主化的需要，更是增强政府的合法性和信用度的需要。近年来，尽管我国政府在回应能力建设方面做出了许多有益的探索，但是政府回应能力仍显不足，主要表现在政府回应缺乏主动性、迅捷性、公正性、有效性和呈现形式主义倾向等，造成了一系列严重的社会后果，这是由于服务理念存在偏差、政府层级结构繁多、相关制度缺失、市民社会发育不足等因素综合作用的结果。借鉴美国、韩国、日本等发达国家提升政府回应能力的先进经验，可以为提升我国政府回应能力提供有益借鉴。因此，善治视域下政府回应能力的提升，必须从树立新公共服务理念、加强政府回应制度建设、加强公民参与、完善电子政府建设、大力培育和发展公民社会等几个方面努力。
[Abstract]:Looking back on the thirty years of reform and opening up, China has made remarkable achievements in economy and made due contributions to the development of the world. At the same time, China's political democratization process is also deepening and advancing. Looking at the international background of economic modernization and political democratization, China's public administration has gradually changed from traditional administration to modern democratic administration after continuous changes and adaptations. Setting up the new public service concept, improving the government's response ability and establishing the democratic government governance model have become the value orientation of the administrative reform of our government and the governments of other countries in the world, and the construction of democracy, justice and efficiency. Transparent government response system is also an important part of our government reform. In the view of good governance, the government's response ability is based on four theories: new public management theory, new public administration theory, new public service theory and public governance theory. Its core elements include response process, response content and response effect. Response time, response way and so on five aspects. From the perspective of good governance, the improvement of government response ability is not only the need to coordinate the relationship between the government and the people and to build a harmonious society, but also the need to promote the scientific and democratic administrative decision-making, and the need to enhance the legitimacy and credit of the government. In recent years, although our government has made a lot of useful exploration in response capacity building, but the government response capacity is still insufficient, mainly in the lack of initiative, promptness and fairness of the government response. The effectiveness and formalism tendency have resulted in a series of serious social consequences, which is the result of the comprehensive effect of the service concept deviation, the government hierarchy structure is various, the relevant system is missing, the civil society is underdeveloped and so on. Learning from the advanced experience of the developed countries such as the United States, South Korea, Japan and other developed countries to enhance the ability of government response can provide a useful reference for improving the response ability of our government. Therefore, in order to improve the ability of government response in the field of good governance, we must set up new public service concept, strengthen the construction of government response system, strengthen citizen participation, perfect the construction of electronic government, and make great efforts to cultivate and develop civil society.
