基于新公共管理视角的上海保障性住房制度研究

【摘要】:居住权利是人的基本权利之一,是对人的生存的保障,因而具有重要的社会民生意义。我国政府作为公共事务的管理者,应担负起为中低收入群体提供基本住房保障的重任,切实维护其应有的人权。这不但体现了我国“住有所居”的居住理念,也是维护社会安定团结的需要。因此,在发展住房市场化的同时,我国政府应提高对保障性住房问题的重视,认真分析中低收入阶层人民的实际住房需求,制定我国保障性住房发展总体纲要,建立起完整的保障性住房体系,完善各项配套制度和政策。同时,在坚持政府主导的原则下,引入市场化的保障性住房运作机制,兼顾公平和效率,以创新的思路来发展我国的保障性住房。 上海作为全国的经济中心,走在了市场经济发展的前沿。在发展经济的同时,上海市政府也将保障性住房工作摆在了重要的位置。在上海的“十二五”纲要中,加大住房保障力度已经被明确作为一项政府实事工程。上海市政府对“四位一体”的保障房体系中的廉租房、经济适用房、公共租赁房和动迁安置房也都提出了各自的发展目标,预计“十二五”要新增保障房供应100万套。应该说,上海市政府已经表明了发展保障性住房的决心,也制定了各项实施细则,将政策贯彻落到实处。 但是,上海市的保障性住房发展还刚刚起步,在现实操作中还存在许多的问题。虽然通过政府几年的努力,有一部分中低收入家庭已经从保障房制度中获得了实惠,改善了居住条件。可是,也有许多中低收入家庭被挡在了政策门外,其住房困难还无法被妥善解决。此外,在保障性住房实施过程中,我国当前还遇到了如土地、财政、金融、税收等各种各样的发展瓶颈,需要政府部门运用创新的思维,寻求化解之道。 本文首先对保障性住房相关的新公共管理理论进行分析,确定研究的理论基础。其次,通过对其他国家保障性住房发展经验的研究,得出对我国保障性住房发展的借鉴意义。然后,在对上海保障房制度的制定原则、目标群体分层和政策体系整体分析的基础上,对经济适用房、公共租赁房、廉租房和动迁商品房分别结合实际案例依次进行深入剖析,指出每个品种当前存在的主要问题。最后,提出保障房产业化建设、发展纯租赁型保障房体系、地方政府考核优化、加强法制建设、建立监督制度和引导合理居住观念等一些发展建议。
[Abstract]:The right to live is one of the basic rights of human beings, and it is the guarantee of human survival, so it is of great significance to the people's livelihood. As the manager of public affairs, our government should shoulder the responsibility of providing basic housing security for low-and middle-income groups and safeguard their human rights. This not only reflects the housing concept of living and living in our country, but also the need of maintaining social stability and unity. Therefore, while developing housing marketization, the Chinese government should pay more attention to the issue of affordable housing, seriously analyze the actual housing needs of the low-and middle-income people, and formulate a general outline for the development of affordable housing in China. Set up a complete system of affordable housing, improve all supporting systems and policies. At the same time, in adhering to the principle of government-led, the introduction of market-oriented affordable housing operation mechanism, taking into account fairness and efficiency, with innovative ideas to develop our country's affordable housing. As the economic center of the whole country, Shanghai is at the forefront of the development of market economy. While developing economy, Shanghai municipal government also put the work of affordable housing in an important position. In Shanghai's Twelfth five-year Plan, increasing housing security has been identified as a government project. The Shanghai Municipal Government has also put forward its own development goals for low-rent housing, comfortable housing, public rental housing and relocation housing in the "four-in-one" indemnificatory apartment system, and expects to add indemnificatory apartment to supply 1 million units during the 12th five-year Plan. It should be said that the Shanghai Municipal Government has demonstrated its determination to develop affordable housing, and has formulated implementation rules to implement the policy. However, the development of affordable housing in Shanghai is still in its infancy, and there are still many problems in the practical operation. Despite years of government efforts, some low-and middle-income families have benefited from indemnificatory apartment's system and improved their living conditions. However, many low-and middle-income families have been kept out of the policy, and their housing difficulties have not yet been properly addressed. In addition, in the implementation of affordable housing, China also encountered a variety of development bottlenecks, such as land, finance, taxation and so on, which requires government departments to use innovative thinking to seek solutions. This paper first analyzes the new public management theory related to affordable housing, and determines the theoretical basis of the research. Secondly, through the study of other countries' experiences of affordable housing development, the reference significance for the development of affordable housing in China is drawn. Then, on the basis of the formulation principle of Shanghai indemnificatory apartment system, the stratification of the target group and the overall analysis of the policy system, the author analyzes comfortable housing, public rental housing, low-rent housing and real estate in turn, combining with the actual cases, in turn, in-depth analysis of comfortable housing, public rental housing, low-rent housing and real estate. The main problems of each variety are pointed out. Finally, the author puts forward some suggestions for the development of indemnificatory apartment's industrialization, developing the indemnificatory apartment system of pure lease, optimizing the assessment of local government, strengthening the construction of legal system, establishing the supervision system and guiding the concept of reasonable living, and so on.
