大连庄河公共机构综合节能对策研究

【摘要】：2008年7月23日,国务院第十八次常务会议审议通过了《公共机构节能条例》,并已于2008年10月1日起实施。条例的制定实施标志着政府节能工作纳入了法制化轨道。公共机构节能,是全社会节能减排的重要组成部分。推行公共机构节能,是贯彻落实科学发展观,加快建设资源节约型、环境友好型社会的重要举措。推进公共机构节能,是公共机构加强党风廉政建设、树立良好社会形象的必然要求。推进公共机构节能,可以优化财政支出结构,提高财政资金使用效益,将有限的财政资金用于改善民生,扩大内需,为保持经济平稳较快发展提供直接支持。推进公共机构节能,对于增强全体国民的节能意识,在全社会形成节能的良好氛围,具有积极的导向和示范作用。近年来,庄河各级政府及有关部门积极开展公共机构节能管理工作,取得了明显成效。但是,从总体上看,公共机构能耗总量偏大、能耗管理控制不平衡、能源利用效率不高的状况还没有根本扭转。因此,必须采取更加有效的措施,进一步加大公共机构节能管理力度,切实提高公共机构节能工作水平。本文立足于庄河公共机构节能管理工作现状,从开展公共机构节能管理工作的时代背景和现实意义出发,借鉴国内外经验,充分运用公共管理相关理论知识,实证分析了庄河公共机构2010-2012年间的能源资源消耗数据,找出公共机构节能的重要领域,从技术可行性和经济可行性论证了降低能源资源消耗的方案。在总结2010-2012期间庄河公共机构节能管理工作取得成效和有益经验的同时,探讨了此项工作的制约因素及存在的一些瓶颈问题,比如管理关系不顺、管理手段需要进一步创新、节能任务长期而艰巨、发展不平衡、基础性工作滞后等,提出了关于加强和改进庄河公共机构节能管理工作的对策性建议。通过本文,笔者试图找到庄河市公共机构节能的关键环节,理顺公共机构节能的管理,控制或降低庄河能源消费增长幅度,减少庄河公共财政支出,推动节能新技术、新设备、新材料在庄河的推广,同时向庄河全市做好示范表率,引导和推进庄河全市节约资源,建设节约型社会。
[Abstract]:On July 23, 2008, the 18th executive meeting of the State Council deliberated and adopted the regulations on Energy Saving in Public institutions, which was put into effect on October 1, 2008. The formulation and implementation of the regulations marked the government energy conservation work into the track of legalization. Energy conservation by public institutions is an important part of energy conservation and emission reduction in the whole society. Carrying out energy conservation in public institutions is an important measure to carry out the scientific development view and speed up the construction of a resource-saving and environment-friendly society. Promoting energy conservation in public institutions is an inevitable requirement for public organizations to strengthen the construction of a clean and honest party style and establish a good social image. To promote energy conservation in public institutions, we can optimize the structure of fiscal expenditure, improve the efficiency of the use of fiscal funds, allocate limited financial funds to improve people's livelihood, expand domestic demand, and provide direct support for maintaining steady and rapid economic development. The promotion of energy conservation by public institutions has a positive guiding and exemplary role in enhancing the consciousness of energy conservation of all citizens and forming a good atmosphere of energy conservation in the whole society. In recent years, all levels of government and related departments of Zhuanghe River actively carry out energy conservation management work in public institutions, and have achieved obvious results. However, on the whole, the total energy consumption of public institutions is on the large side, the energy consumption management and control are unbalanced, and the energy utilization efficiency has not been fundamentally reversed. Therefore, more effective measures must be taken to further strengthen the management of energy conservation in public institutions and improve the level of energy conservation in public institutions. Based on the current situation of energy-saving management in Zhuanghe public institutions, this paper starts from the background and practical significance of carrying out energy-saving management in public institutions, draws lessons from domestic and foreign experiences, and makes full use of the relevant theoretical knowledge of public management. This paper empirically analyzes the energy resource consumption data of Zhuanghe public organization from 2010 to 2012, finds out the important fields of energy saving in public institutions, and proves the scheme of reducing energy resource consumption from technical feasibility and economic feasibility. While summing up the achievements and beneficial experiences of energy conservation management in Zhuanghe public institutions during 2010 / 2012, this paper discusses the restrictive factors of this work and some existing bottleneck problems, such as the poor management relationship and the need for further innovation of management means. The task of energy conservation is long-term and arduous, the development is unbalanced, the basic work lags behind, and so on. Some countermeasures are put forward to strengthen and improve the management of energy conservation in Zhuanghe public institution. Through this paper, the author tries to find out the key links of energy conservation in Zhuanghe city, straighten out the management of energy conservation in public institutions, control or reduce the increase of energy consumption in Zhuanghe, reduce the public expenditure of Zhuanghe, promote the new energy-saving technology and new equipment. The promotion of new materials in Zhuanghe City, at the same time to the city of Zhuanghe City to do a good demonstration, guide and promote the city of Zhuanghe City to save resources, to build a conservation-oriented society.
