天津市西青区X局公务员绩效考核体系的改进研究

【摘要】:绩效考核在现代人力资源管理中的地位变得越来越重要。在政府机关,随着管理理念的更新,传统的人事工作概念正在被现代的人力资源管理理念所替代,公务员绩效考核理念也在不断地更新换代,同时,绩效考核也越来越受到各级领导的重视。建立符合市场经济和公共管理发展趋势的公务员绩效考核体系,已成为目前各级政府和理论界共同探讨的重要课题之一。公务员绩效考核,就是以考核公务员工作实绩为目标,通过构建科学合理的公务员绩效考核指标体系,运用现代先进的考核方法对公务员的工作绩效进行全面准确的考核测评。实施公务员绩效考核制度,,不仅对提升公务员工作绩效大有裨益,而且对打造服务型政府具有重要的积极意义。 本文以西青区X局为研究对象,采用文献研究、比较研究等方法,对该局公务员绩效考核体系作实证研究。文章首先阐述了选题的背景和研究的意义、内容和方法,对绩效考核涉及的相关概念、特点、方法等理论进行了简介;然后着重对X局公务员绩效考核的现状进行了介绍、分析和问题研究,发现存在以下突出问题:考核指标缺乏科学性、考核方法难分优劣、平时考核制度落实不够、考核结果发挥作用不明显;最后通过对国外及我国其他地区考核相关实践的研究,得到改进考核体系的诸多启示,结合国内外先进考核理念和方法,提出了针对性的改进X局公务员绩效考核工作的对策建议:应用360度考核模式确定多个考核主体、应用德尔菲专家调查法确定共性指标体系、应用层次分析法(AHP)确定共性指标权重、规范业务考核指标制定流程、完善考核结果使用机制等。
[Abstract]:The status of performance appraisal in modern human resource management is becoming more and more important. In government organs, with the renewal of the management concept, the traditional concept of personnel work is being replaced by the modern concept of human resources management, and the concept of performance appraisal of civil servants is constantly being updated, at the same time, Performance appraisal has been paid more and more attention by leaders at all levels. The establishment of civil servants' performance appraisal system in line with the development trend of market economy and public administration has become one of the important issues discussed by governments and theorists at all levels. The performance appraisal of civil servants is to evaluate the civil servants' work performance by constructing a scientific and reasonable performance appraisal index system and using the modern advanced assessment methods to evaluate the civil servants' work performance comprehensively and accurately. The implementation of civil servant performance appraisal system is not only of great benefit to the promotion of civil servants' work performance, but also of great positive significance to building a service-oriented government. Taking X Bureau of Xiqing District as the object of study, this paper makes an empirical study on the performance appraisal system of civil servants in Xiqing District by using the methods of literature research and comparative study. Firstly, the paper expounds the background of the topic and the significance, content and method of the research, and gives a brief introduction to the related concepts, characteristics and methods involved in the performance appraisal. Then it mainly introduces the current situation of the performance appraisal of X bureau civil servants, analyzes and studies the problems, and finds that the following outstanding problems exist: lack of scientific assessment index, difficult to divide the advantages and disadvantages of the assessment method, and insufficient implementation of the ordinary assessment system. The result of examination is not obvious; Finally, through the research on the relevant practice of foreign and other regions of our country, we get a lot of enlightenments to improve the assessment system, and combine the advanced assessment ideas and methods at home and abroad. This paper puts forward the countermeasures and suggestions to improve the performance appraisal of the civil servants in X Bureau: using 360 degree assessment mode to determine multiple assessment subjects, and using Delphi expert investigation method to determine the common index system. The analytic hierarchy process (AHP) is used to determine the weight of common indexes, standardize the process of establishing business assessment indexes, and perfect the mechanism of using the assessment results, and so on.
