提升产品质量监管有效性研究

【摘要】：产品质量是企业的生命，，也是影响经济发展和社会稳定的一个重要因素。但是，我国目前产品质量总体水平依然不高，在一定程度上还表现为政府监管的缺失。为市场创造一个良好的质量环境，开展产品质量监管，提升产品质量水平，避免发生系统性、区域性和行业性产品质量安全事件，维护群众利益，是各级政府应尽的职责。 本文主要研究在新形势下，如何完善现有政府产品质量监管模式。通过对我国现有产品质量监管进行阐述，分析当前监管工作中的缺陷和原因，依托公共管理和质量管理方面的专业知识，综合研究各类文献，提出改进产品质量监管模式的路径。最后以上海市松江区的实践为例，进一步论证了改进的可行性。 论文共分为七个部分。第一部分是提出问题，阐明本次研究背景、对象、方法和意义；第二部分是理论阐述，介绍管理学基本理论；第三部分是现状和分析，介绍我国产品质量监管工作的现状，针对我国产品质量水平不高的情况，从政府产品质量监管有效性角度指出存在的问题和不足，并进一步查找原因；第四部分是研究分析国外发达国家质量监管的经验；第五部分是改进研究，通过分析了管理学、政府监管方面的基础理论和国家政策要求，针对存在问题，提出改进路径、具体改进措施和方法；第六部分是实例研究，以上海市松江区为例，论证改进模式的正确性；第七部分是结论，形成本论文研究结论。 本文的创新主要体现在把公共管理理论引入到产品质量监管中去，在公共治理理论的指导下，充分发挥市场和社会的作用，将质量信用管理、政府质量激励、质量状况分析、落实企业责任等新的概念引入作为政府质量监管模式，对我国现阶段实现产品质量监管进行完善，并取得了较好的实践效果。因此，本文的研究成果在推动质量水平的提升、实现政府对质量有效监管方面具有一定的参考价值。
[Abstract]:Product quality is not only the life of enterprises, but also an important factor affecting economic development and social stability. However, the overall level of product quality in China is still not high, to a certain extent, it is also reflected in the lack of government supervision. It is the duty of governments at all levels to create a good quality environment for the market, to carry out product quality supervision, to improve product quality level, to avoid systematic, regional and industrial product quality and safety incidents, and to safeguard the interests of the masses. This paper mainly studies how to perfect the existing government product quality supervision mode under the new situation. Through expounding the existing product quality supervision in our country, analyzing the defects and reasons in the current supervision work, relying on the professional knowledge of public management and quality management, comprehensively studying all kinds of documents, Put forward the way to improve the mode of product quality supervision. Finally, taking the practice of Songjiang District in Shanghai as an example, the feasibility of improvement is further demonstrated. The thesis is divided into seven parts. The first part is to raise questions, clarify the background, object, method and significance of this research; the second part is the theoretical elaboration, introducing the basic theory of management; The third part is the present situation and analysis, introducing the present situation of our country's product quality supervision, aiming at the low product quality level in our country, pointing out the existing problems and shortcomings from the angle of the effectiveness of the government's product quality supervision, and further finding out the reasons; The fourth part is the research and analysis of foreign developed countries' experience of quality supervision; The fifth part is the improvement research, through the analysis of the management science, the government supervision basic theory and the national policy requirements, aiming at the existing problems, puts forward the improvement path, the concrete improvement measure and the method; The sixth part is a case study, taking Songjiang District of Shanghai as an example to demonstrate the correctness of the improved model, and the seventh part is a conclusion to form the conclusion of this paper. The innovation of this paper is mainly reflected in the introduction of public management theory into product quality supervision, under the guidance of public governance theory, the full play of the role of the market and society, the quality of credit management, government quality incentives, quality status analysis, The implementation of new concepts, such as corporate responsibility, is introduced as the mode of government quality supervision to perfect the implementation of product quality supervision in our country at present, and has achieved good practical results. Therefore, the research results of this paper have certain reference value in promoting the improvement of the quality level and realizing the effective supervision of the quality by the government.
