供应链环境下郑州生鲜农产品储备及补贴制度研究

【摘要】:近几年来,我国生鲜农产品市场频繁出现失衡,农产品价格多次出现剧烈波动。生鲜农产品终端价格波动的根本原因是供需不平衡,使供应链整体不协调。对于生鲜农产品,由于其本身性质导致其容易腐坏变质,生长周期也比较长,从而使其供应链更难协调。如何稳定生鲜农产品终端价格,这是国家、农民以及消费者都十分关注的问题。 首先,本文从储备的角度出发,根据国家相关政策和郑州市现行的储备制度,拟对郑州市生鲜农产品提出相关的补贴制度。因为储备可以满足生鲜农产品供给和需求波动这一特点,进行丰储淡放,从而使得生鲜农产品的价格更加稳定,而政府对生鲜农产品进行补贴可以保证储备的顺利进行。 然后,本文考虑生鲜农产品的易腐蚀特点,借鉴库存论的思想,建立了生鲜农产品储备成本模型,并在此基础上构建了生鲜农产品补贴模型。 最后,本文尝试通过对生鲜农产品补贴模型进行案例分析,来讨论拟提出的补贴制度中存在的不足,针对不足进行了相应的调整。这不仅丰富了生鲜农产品供应链管理理论,也为制定生鲜农产品补贴制度提供了参考依据,具有现实意义。
[Abstract]:In recent years, the market of fresh agricultural products in our country has been out of balance frequently, and the price of agricultural products has fluctuated sharply many times. The fundamental reason for the fluctuation of terminal price of fresh agricultural products is the imbalance of supply and demand, which makes the whole supply chain uncoordinated. Because of its nature, it is easy to decay and deteriorate, and the growth cycle is longer, which makes it more difficult to coordinate its supply chain. How to stabilize the terminal price of fresh agricultural products is a problem that the country, farmers and consumers are very concerned about. First of all, from the perspective of reserve, according to the relevant national policies and Zhengzhou City's current reserve system, It is proposed to put forward a relevant subsidy system for fresh agricultural products in Zhengzhou. Because the reserve can meet the characteristics of the fluctuation of supply and demand of fresh agricultural products, it is necessary to store fresh agricultural products in abundance and fade away, thus making the prices of fresh agricultural products more stable. And the government to fresh agricultural products subsidies can ensure the smooth development of reserves. Then, considering the corrosion characteristics of fresh agricultural products and referring to the thought of inventory theory, the model of reserve cost of fresh agricultural products is established, and on this basis, the subsidy model of fresh agricultural products is constructed. Finally, this paper attempts to discuss the deficiencies of the proposed subsidy system by case study on the model of fresh agricultural products subsidy, which not only enriches the supply chain management theory of fresh agricultural products, but also adjusts the deficiencies. It also provides the reference basis for establishing the subsidy system of fresh agricultural products, which has practical significance.
