滨海新区科技型中小企业融资服务平台框架构建

【摘要】：科技型中小企业能够满足社会多方面的需求,增加就业岗位,促进中小企业的健康发展对提高就业水平和社会生产力水平起到了重要作用。科技型中小企业在促进经济发展方面发挥重要作用,然而融资难严重制约着科技型中小企业的发展。要以技术的发展带动滨海新区乃至天津市整体经济的蓬勃发展,优先解决好滨海新区科技型中小企业融资难问题至关重要。本文在分析了滨海新区企业的现状之后,指出形成滨海新区科技型中小企业融资特征,指出了存在的融资困境。融资困境主要包括内部和外部两部分,内源融资方面受到约束、难以取得银行贷款、直接融资尚未得到广泛应用、民间资本尚未发挥应有优势、未能有效发挥政府支持资金的作用、金融体系发展缓慢以及缺少必要的公共资助。为了解决滨海新区科技型中小企业融资难问题,本文试图建立起一个满足各类科技型中小企业融资需求的服务平台。在对相关理论进行探讨的基础上,论述了现阶段科技型中小企业融资的主要来源,滨海新区科技型中小企业发展现状、主要特征以及现阶段融资困境。接着提出了融资服务平台的基本框架,并对融资平台的运作机制等进行研究,指出了融资平台所存在的潜在风险,提出了防范的措施。在文章的结尾,提出了保证滨海新区科技型中小企业融资服务平台的有效运行的配套设施的建议,融资平台的有效运行,需要加强科技型中小企业融资方面法律建设、为科技企业提供资金方面支持、对融资平台要加强监管、建立融资平台信用系统。
[Abstract]:Science and technology SMEs can meet the needs of many aspects of society, increase employment posts, promote the healthy development of small and medium-sized enterprises to improve the level of employment and social productivity has played an important role. Science and technology SMEs play an important role in promoting economic development. However, the difficulty of financing seriously restricts the development of science and technology SMEs. In order to promote the flourishing development of Binhai New area and even the whole economy of Tianjin with the development of technology, it is very important to give priority to solve the financing difficulty of small and medium-sized scientific and technological enterprises in Binhai New area. After analyzing the present situation of enterprises in Binhai New area, this paper points out the financing characteristics of small and medium-sized scientific and technological enterprises in Binhai New area, and points out the financing difficulties. The financing dilemma mainly includes internal and external parts, the internal financing is restricted, it is difficult to obtain bank loans, direct financing has not been widely used, and private capital has not yet played its due advantage. The financial system is slow to develop and the necessary public funding is lacking. In order to solve the financing problem of small and medium-sized scientific and technological enterprises in Binhai New area, this paper attempts to establish a service platform to meet the financing needs of all kinds of small and medium-sized technological enterprises. Based on the discussion of relevant theories, this paper discusses the main sources of financing for science and technology SMEs at present, the present development status, main characteristics and financing difficulties of science and technology SMEs in Binhai New area. Then the basic framework of the financing service platform is put forward, and the operating mechanism of the financing platform is studied. The potential risks of the financing platform are pointed out, and the preventive measures are put forward. At the end of the article, the author puts forward the suggestion of supporting facilities to ensure the effective operation of the financing service platform for small and medium-sized scientific and technological enterprises in Binhai New area. The effective operation of the financing platform needs to strengthen the legal construction of financing for small and medium-sized scientific and technological enterprises. To provide financial support for science and technology enterprises, to strengthen the supervision of financing platform, establish financing platform credit system.
