山东省金融生态环境运行效果的统计测度与评价

【摘要】：2004年12月7日，周小川行长在“经济学50人论坛”上所作的《完善法律制度，改进金融生态》的报告，第一次将生态概念引入到金融领域。金融生态观是在认真总结我国改革实践基础上所做出的科学选择，是科学发展观在金融领域的体现，，是金融理论和金融工作的重大创新。随着金融生态方面的研究越来越多，2007年，金融生态更是首次被写入总理报告中，通过改善金融生态环境，提高金融效率和管理金融风险，调和环境、人为因素和金融资源间的发展步调，对区域经济健康发展有着至关重要的理论意义和现实价值。因此，论文以区域金融生态环境的运行效果为研究对象，科学构建评价指标体系，运用多种统计分析方法综合测度和评价山东省金融生态环境的运行状况、发展水平，这是优化区域金融生态环境现状，提升沿海省市经济贡献力，建设经济强省的必然要求。论文围绕山东省金融生态环境这一主题，运用定性分析与定量分析相结合、理论分析与实证分析相结合的方法，较为详尽地研究了山东省金融生态环境运行效果。研究主要包括以下几方面：第一章是绪论，阐明了研究金融生态环境的研究背景和研究意义，梳理了国内外相关研究综述，整体阐述了论文的结构，明确了研究的技术路线和研究方法，并对可能的创新之处进行了梳理。第二章是金融生态环境的理论综述，在介绍金融生态产生的理论渊源的基础上，分析了金融生态环境的内涵、结构和特点，为后文的山东省金融生态环境运行现状分析以及评价指标体系的构建打下了基础和铺垫。第三章是山东省金融生态环境的运行现状分析，山东省的金融生态环境的运行现状良好，金融业在改革开放中不断发展壮大，金融不断深化，经济货币化程度已经进入较高发展阶段，金融业对整个国民经济的贡献度较高。第四章是金融生态环境运行效果的影响因素分析，主要研究了山东省金融生态环境评价指标体系的构建。首先从科学性、层次性、发展性、可比性、可操作性等角度概括性地提炼了山东省金融生态环境评价所遵循的基本原则。其次，详细阐述了构建的金融生态环境评价指标体系，为论文的实证分析奠定了基础。第五章是山东省金融生态环境总体运行效果的实证分析，从纵向和横向两个角度，通过基于组合权重的多指标综合评价法和DEA效率法，度量了山东省金融生态环境总体运行效果，得出结论：山东省近年来金融生态环境运行效果总体上呈上升趋势，与其他经济发达省份比较，也处于相对领先的地位。第六章是山东省各地区金融生态环境运行效果的实证分析，用因子分析和聚类分析两种多元统计分析方法对山东省17地市的金融生态环境运行状况进行了综合评价，得出省内区域金融生态环境的运行现状、存在的问题和今后改进金融生态环境的方向。第七章是山东省金融生态环境运行存在的问题和优化建议，综合前两章对于山东省金融生态环境运行效果的实证结果和对应的分析，得出存在的问题，并提出优化的对策建议。论文的研究成果和可能的创新之处主要包括：（1）论文在对金融生态环境的评价和研究中，融入到了区域的视角下，分析了区域金融生态环境运行效果的影响因素，并联系实际，结合山东省金融生态环境的现状，构建指标评价体系；（2）论文运用基于组合权重的多指标综合评价法，主观权重采用德尔菲法，客观权重采用熵权法，以省域为研究对象，纵向分析2005年-2010年山东省金融生态环境运行的综合得分，并选取苏浙粤三个经济发达程度较为相近的省份作为比较，采用DEA效率法和组合权重法，进行了横向比较；（3）通过因子分析和聚类分析相结合的多元统计方法实证分析了山东省17地市的金融生态环境运行效果，并对山东省17地市的金融生态环境情况作了比较详细的分析。
