我国城市餐饮行业生态化研究

【摘要】:“生态化”是以生态学的基本理论与方法处理生态问题的准则,也是生态学从自然科学、社会科学到生产应用领域的发展和进步。本文提出的餐饮业的生态化,意图阐明的是对餐饮业的要求从“健康”到“环保”再由“绿色”迈向“生态”的一个动态发展过程。 本文首先分析了餐饮业的内涵,以不同的划分标准将其类型化,在此基础上介绍餐饮业的基本特征,为探讨餐饮业与环境的相互问的影响做铺垫。在阐述两者之间相辅相成的互动关系的基础上,指出餐饮业生态化的意义所在。接着,以南京市餐饮业为研究对象,以实地调查的方式,客观地反映出餐饮业普遍存在的问题:如食品添加剂的使用、滥捕滥杀野生动物、两废一音一固以及餐饮业规划方面存在的不合理的弊端等都直接或间接地影响了我们的生态环境质量。面对这些问题,本论文以人文科学、社会科学的视角分析了这些问题存在的原因:即公众环境伦理价值观的缺失导致公民环境意识的淡薄、错误的消费观和对动物权力的漠视;而向消费社会的转变导致了餐饮业为追逐利益不择手段,完全丧失了其职业操守,不仅产生了社会负面影响,还扭曲了餐饮业的本质。此外,我国针对餐饮业的相关法律法规还不够不完善甚至缺失,致使在餐饮业的规范方面存在不少监管盲点;各部门间缺少合作执法机制,执法人员业务素质低,导致了监管缺位,严重影响了餐饮业的监管与执行效力。因此,笔者认为餐饮业要尽快实现生态化,必须以餐饮业的制度建设与创新为重点,包括完善餐饮行业相关的法律法规,尤其需要强化环保审批前置工作,并利用经济杠杆合理征收排污费以及加强部门间协同工作的机制。同时餐饮行业应提高自身素质,加强行业自律。消费者则需要树立人与自然和谐的生态消费观,减少不必要的消费,建立环境伦理观。此外,政府还应调动全社会参与环境保护的积极性,组织公众监督机构,充分发挥群众的监管力量。完善餐饮业的生态化,是构建生态化社会机制不可或缺的部分。笔者期待此文能够为餐饮业可持续的生态化发展提供理论支撑和实践指导。
[Abstract]:"Ecology" is the basic theory and method of ecology to deal with ecological problems. It is also the development and progress of ecology from natural science, social science to production and application. The ecologicalization of catering industry proposed in this paper is intended to clarify a dynamic development process from "health" to "environmental protection" and from "green" to "ecology". This paper first analyzes the connotation of the catering industry, classifies it according to different classification standards, and then introduces the basic characteristics of the catering industry, which will pave the way for the discussion of the influence between the catering industry and the environment. On the basis of expounding the interaction between the two, the significance of ecologicalization of catering industry is pointed out. Then, taking the restaurant industry in Nanjing as the research object, the paper objectively reflects the common problems in the restaurant industry, such as the use of food additives, the indiscriminate capture and killing of wild animals, The two wastes, one sound and one solid, and the unreasonable malpractices in the planning of the catering industry have directly or indirectly affected the quality of our ecological environment. In the face of these problems, this paper analyzes the causes of these problems from the perspectives of humanities and social sciences: the lack of public environmental ethical values leads to weak environmental awareness of citizens, wrong consumption concept and disregard for animal rights; The transformation to the consumer society has led to the catering industry to pursue the interests of unscrupulous means, completely lost its professional integrity, not only has a negative social impact, but also distorted the essence of the catering industry. In addition, the relevant laws and regulations for the catering industry in our country are not perfect or even lacking, resulting in a lot of regulatory blind spots in the standardization of the catering industry; the lack of cooperative law enforcement mechanism among various departments, the low quality of law enforcement personnel, This has led to the absence of supervision and seriously affected the effectiveness of the supervision and enforcement of the catering industry. Therefore, the author thinks that in order to realize ecologicalization as soon as possible, the catering industry must focus on the system construction and innovation, including perfecting the relevant laws and regulations of the catering industry, especially strengthening the pre-work of environmental protection examination and approval. And the use of economic leverage reasonable collection of sewage charges and strengthen inter-departmental coordination mechanism. At the same time, the catering industry should improve their own quality, strengthen industry self-discipline. Consumers need to establish a harmonious ecological consumption view between man and nature, reduce unnecessary consumption, and establish environmental ethics. In addition, the government should mobilize the enthusiasm of the whole society to participate in environmental protection, organize public supervision organizations, and give full play to the supervisory power of the masses. Improving the ecologicalization of catering industry is an indispensable part of constructing ecological social mechanism. The author expects that this paper can provide theoretical support and practical guidance for the sustainable ecological development of catering industry.
