哈尔滨市餐饮业卫生监督管理模式构建及对策研究

【摘要】:长期以来,那种侧重于处罚的餐饮卫生监督模式已经不适应餐饮业快速发展,卫生监督任务不断加重的现状。因此,监督管理部门必须找到一个长效管理机制对餐饮经营行为进行规范和引导,,确保餐饮安全。 哈尔滨市餐饮单位食品安全监督管理存在着监督覆盖面不全、监督频次不足、处罚力度弱等问题。卫生监督力量有限、卫生监督员素质有待提高、考核体系不科学是造成这一现状的主要原因。哈尔滨市餐饮食品安全监管部门必须构建一个新的监督管理模式,以解决辖区内餐饮单位在食品安全方面存在的问题。 本文首先介绍了选题背景、食品安全与卫生监督管理的相关概念、国内外研究现状及论文的主要结构;然后,通过对哈尔滨市餐饮食品安全的总体现状的简单介绍,阐明了哈尔滨市餐饮单位食品安全监督管理存在着突出问题,并将造成这些问题的原因一一列出,提出当前形势下适合哈尔滨市餐饮业和卫生监督现状构建卫生监督管理模式的具体设计方案;然后,对重构的监督管理模式的辅助措施进行了阐述。最后对文章进行了总结。
[Abstract]:For a long time, the catering health supervision mode with emphasis on punishment has not been adapted to the fast development of catering industry and the worsening of health supervision task. Therefore, the supervision and management department must find a long-term management mechanism to regulate and guide the catering business behavior to ensure food safety. There are some problems in food safety supervision and management of catering units in Harbin, such as incomplete supervision coverage, insufficient supervision frequency, weak punishment and so on. The strength of health supervision is limited, the quality of health supervisors needs to be improved, and the unscientific examination system is the main reason for this situation. Harbin Food Safety Supervision Department must construct a new supervision and management model in order to solve the food safety problems of catering units in Harbin. This paper first introduces the background of the topic, food safety and hygiene supervision and management related concepts, domestic and foreign research status and the main structure of the paper; then, through a brief introduction of the overall situation of food safety in Harbin, It is expounded that there are outstanding problems in food safety supervision and management of catering units in Harbin, and the causes of these problems are listed one by one. This paper puts forward the concrete design scheme of constructing the health supervision and management mode suitable for the present situation of the catering industry and health supervision in Harbin, and then expounds the auxiliary measures of the reconstructed supervision and management mode. Finally, the article is summarized.
