丝绸之路经济带视域下陕西人才资源开发对策研究
[Abstract]:The construction of the Silk Road economic belt is an important proposition put forward by General Secretary Xi Jinping from the level of national strategy and diplomatic strategy to develop the economy and open up to the outside world. The relevant provinces, especially the five northwest provinces, regard this as an important opportunity to accelerate their own economic and social development. Shaanxi proposed to create a new starting point for the Silk Road economic belt and accelerate the construction of inland open highlands. However, the realization of this grand goal can not be achieved without all kinds of industries have knowledge, ability, management, talent resources as the first resource, in the Silk Road economic belt and its new starting point construction plays a decisive role. Well, as a major province of science and education, what is the current situation of human resources, the means and influencing factors for the development of human resources, and how to make effective use of its own advantages in science and education resources? Cultivating more and better talents who can contribute to the construction of Silk Road Economic Belt is the problem to be studied in this paper. Based on the development of human resources in Shaanxi Province, this paper expounds the present situation of the development of talent resources in Shaanxi Province by using SWOT analysis method, combing out the imbalance of structure, uneven regional distribution and serious brain drain in Shaanxi Province. The main problems, such as low conversion rate of scientific and technological achievements and insufficient attraction of vocational education, are analyzed, and the reasons for their existence are analyzed. The results are as follows: the environment of science and technology education, the degree to which employers use talents, and the level of regional economic development. The national policies and regulations and the talent training plan of colleges and universities are the five important factors that affect the development of the talent resources in Shaanxi. On the basis of this, it is proposed to deepen the teaching reform of higher education and to train the high-level specialized talents needed for the construction of the Silk Road economic belt. Vigorously develop vocational education, establish and improve the modern enterprise staff training system, cultivate the Silk Road economic belt for the construction of high-skilled personnel; Adopt a variety of incentive ways, improve the talent incentive mechanism, tap the Silk Road economic belt to build the potential of existing talent; The measures to promote the development of human resources in Shaanxi are to establish a talent information bank and a reserve bank, to establish a scientific management system of human resources such as performance appraisal, promotion and training, so that the talents of the builders of the Silk Road economic belt can be displayed and other measures will be taken to promote the development of human resources in Shaanxi. This paper draws the following conclusions: first, talent is the inevitable outcome of a certain social and historical era. A hero is known in the time of misfortune The construction of Silk Road economic belt provides a rare historical opportunity for hundreds of millions of talents, and also brings a new opportunity for the development of human resources in Shaanxi. However, the development of human resources is a complex social system engineering, which will be affected by various factors. Second, education, training, motivation and scientific management are important means to develop human resources. Education is the basic way to develop talents' intelligence, training is an important means to develop talents' skills and realize the value increment of human resources, motivation is an important grasp to develop talents' potential and tap their potential. Scientific management is the key to the development of talent efficiency and the optimal allocation of talent resources. Third, the combination of government, production, education and research is an important way to accelerate the growth of talents and realize the value of scientific and technological innovation talents. The construction of a new starting point for the Silk Road Economic Belt is a great social practice, which requires the people of the whole province to contribute wisdom and strength. With the realization of Shaanxi's goal of building a well-off society in an all-round way, there will be more and more demand for talents and higher requirements for quality. Therefore, the development of human resources in Shaanxi will continue to go on and become the norm.
