天津市众创空间运行绩效评估体系构建及实证研究

【摘要】：创新2.0和工业4.0模式的逐步形成,云计算和大数据的广泛运用,国家相关政策和文件的相继出台,使得创新创业的活力被激发,网络化、无边界化、大众化、多元化成为创新创业的主导特点。“双创”浪潮下,作为新型的综合性创新创业服务平台,“众创空间”由此顺势而出。2015年,李克强总理在国务院常务会议上明确提出,顺应网络时代推动大众创业、万众创新,构建面向人人的“众创空间”等创业服务平台。至此,全国各地纷纷建立多样化的“众创空间”,服务内容包括场地提供、技术运营、创业培训和融资等多个方面,不仅为创新创业者提供一个相互交流思想和碰撞思维的场所,而且突破线下地域条件的限制为创新创业者提供一个更加广泛的有效配置资源和获得融资的场所。但是,众创空间不是传统意义上的交易服务平台,与创业孵化器也有所差别,也不是简单的物理空间的集合,而是新型孵化平台。众创空间在发展过程中应基于何种逻辑进行运营与策略选择,应基于何种标准体系对其运行绩效进行有效评估,是产业实践提出的新问题。本文选取天津市CYMF众创空间为研究样本,研究内容主要包括以下五个方面。第一,梳理相关理论、孵化器和创客空间等文献。主要对创业生态系统理论、共享经济理论、平台理论以及层次分析理论梳理本文的相关理论。对孵化器的发展脉络、绩效影响因素及绩效评估进行梳理。对创客空间发展现状、兴起基础、运行的影响因素及绩效进行梳理;第二,分析天津市众创空间发展现状。包括梳理天津市众创空间的发展历程,提出天津市众创空间经历的发展阶段,研究天津市众创空间的类型与运行现状,找出天津众创空间的运行模式、盈利模式及存在的问题;第三,构建众创空间运行绩效评估指标体系。在前文研究以及结合各省市评估指标的基础上,构建众创空间运行绩效评估指标体系,并运用层次分析法和专家打分法,最终确定指标权重;第四,实证研究天津市CYMF众创空间运行绩效。选取CYMF众创空间,在评估指标标准和信息采集分析的基础上,对CYMF众创空间运行绩效进行检验。根据采集分析和检验的结果找出CYMF众创空间存在的问题并提出相应的机制建议。第五,研究结论与展望。通过以上分析研究得出本文的研究结论,并指出本文的研究不足及未来的研究方向。
[Abstract]:The gradual formation of innovation 2.0 and industry 4.0 model, the extensive use of cloud computing and big data, and the introduction of relevant national policies and documents have inspired the vitality of innovation and entrepreneurship. Diversification has become the dominant feature of innovation and entrepreneurship. Under the wave of "mass entrepreneurship and innovation", as a new comprehensive service platform for innovation and entrepreneurship, the "space for innovation" has taken off. In 2015, Premier Li Keqiang made it clear at an executive meeting of the State Council that it was necessary to comply with the Internet era to promote mass entrepreneurship. Mass innovation, the construction of everyone-oriented "creation space" and other entrepreneurial service platform. So far, various parts of the country have set up a variety of "crowdsourcing space". The services include the provision of venues, technical operations, entrepreneurial training and financing, and so on. It not only provides a place for innovative entrepreneurs to exchange ideas and collide with each other, but also provides a more extensive and effective place for entrepreneurs to allocate resources and obtain financing. However, crowdspace is not a traditional transaction service platform, which is different from business incubator. It is not a collection of simple physical space, but a new incubation platform. It is a new problem put forward in industrial practice that which logic should be based on to choose the operation and strategy and what standard system should be used to evaluate its performance effectively in the process of development. This paper selects Tianjin CYMF space as the research sample, the research content mainly includes the following five aspects. First, combing the relevant theories, incubators and guest space and other documents. This paper mainly reviews the theory of entrepreneurial ecosystem, shared economy, platform and AHP. The development of incubator, performance factors and performance evaluation were combed. The status quo of the space development, the rise of the basis, operating factors and performance of combing; second, analysis of the status quo of Tianjin Zhongchuang space development. Including combing the development course of Tianjin Zhongchuang Space, putting forward the development stage of Tianjin Zhongchuang Space, studying the types and operating status of Tianjin Zhongchuang Space, finding out the operating mode, profit model and existing problems of Tianjin Zhongchuang Space; Third, build the performance evaluation index system of space operation. On the basis of the previous research and the evaluation index of each province and city, this paper constructs the performance evaluation index system of the running of the space, and finally determines the index weight by using the analytic hierarchy process and the expert scoring method. Fourth, the empirical study of Tianjin CYMF space performance. On the basis of evaluating index standard and information collection and analysis, this paper tests the performance of CYMF crowdspace by selecting CYMF crowdspace. According to the results of collection, analysis and test, the problems in CYMF space are found out and the corresponding mechanism suggestions are put forward. Fifth, the conclusion and prospect of the research. Through the above analysis, the conclusion of this paper is obtained, and the deficiency of this paper and the future research direction are pointed out.
