云南省普者黑风景区旅游开发生态补偿机制研究

【摘要】：随着我国经济社会的快速发展，生态问题逐渐成为制约可持续发展的瓶颈。作为一种能够有效协调经济发展与环境保护之间矛盾关系的环境经济手段，生态补偿及其运行机制的构建成为学界和社会广泛关注的问题。当前我国对生态补偿的理论研究和政策实践，主要集中在流域、水源地、自然保护区、土地和矿产资源开发、湿地及森林保护等领域，并取得了一定的研究成果和实践成效。近年来，有学者开始在旅游业领域引入生态补偿理念，成为旅游资源开发与保护的新视角。笔者也认为，在旅游开发领域实施生态补偿，可以有效监管旅游开发行为，从而规避和解决旅游开发过程中引发的生态环境问题和社会问题，并提升旅游产品的形象和质量，促进旅游经济的可持续发展。因此，本文以云南省普者黑风景区为例，对该风景区旅游开发中的生态补偿进行实证研究，进而对完善普者黑风景区生态补偿机制提出总体思路和对策建议。本文共分为五个部分：第一部分主要阐述了提出旅游开发生态补偿的背景和研究意义，并通过对国内外相关研究成果的概要性评析，明确了本文的研究方法和技术路线；第二部分通过对生态补偿相关概念和基础理论的分析，为探索和研究普者黑风景区旅游开发生态补偿机制奠定了较为扎实的理论基础；第三部分通过对问卷调查数据的统计分析，开展对普者黑风景区旅游开发生态补偿的实证研究，并分析普者黑风景区旅游开发生态补偿实施现状及存在的问题；第四部分提出完善普者黑风景区旅游开发生态补偿机制的总体思路和对策建议，包括确定补偿原则、确认补偿主客体、完善补偿方式、确定补偿标准以及建立健全相关政策法规、拓宽融资渠道、完善监管机制、加强宣传教育等。第五部分根据研究结果归纳出本文的结论，，并对本研究的不足之处和可深入研究的内容进行了总结和展望。
[Abstract]:With the rapid development of China's economy and society, the ecological problem has become the bottleneck of sustainable development. As a contradiction between the effective coordination of economic development and environmental protection environmental economic means, construction of ecological compensation and operation mechanism of the academic and social widespread concern. The current theory of ecological compensation research and policy practice, mainly concentrated in the basin, water, nature reserve, land and mineral resources development, wetland and forest protection and other fields, and have achieved some research results and practical results. In recent years, some scholars began to introduce the concept of ecological compensation in the field of tourism, a new perspective to the development and protection of tourism resources. The author also believes that the implementation of ecological compensation in the field of tourism development, tourism development can be effective supervision behavior, so as to avoid causing and solving process in tourism development of students State Environmental and social problems, and enhance the image and quality of tourism products, and promote the sustainable development of tourism economy. Therefore, this paper takes Yunnan province Puzhehei scenic area as an example, the empirical research on the ecological compensation of the tourism development in the scenic area, and puts forward the general ideas and suggestions on perfecting the ecological compensation & Black landscape mechanism.
This paper is divided into five parts: the first part mainly expounds the background of compensation for ecological tourism development and significance of the research, and through the summary of domestic and foreign research and analysis, the paper introduces the research methods and technical route; the second part through the analysis of related concepts of ecological compensation and the basic theory, establishes theory a solid foundation for the exploration and Research on ecological compensation mechanism of Puzhehei tourism scenic area development; the third part through statistical analysis of survey data, carry out an empirical study on tourism development of ecological scenic Puzhehei compensation, and analysis of the implementation of the tourism development of scenic area and ecological compensation Puzhehei problems; put forward the general ideas and suggestions the ecological compensation mechanism of tourism development of scenic area Puzhehei of fourth parts, including the determination of the compensation principle, compensation object confirmation, Perfect the compensation way, determine the compensation standard and the establishment of relevant policies and regulations, broaden the financing channels, improve the regulatory mechanism, strengthen publicity and education. The fifth part according to the research results, the paper summarized the conclusions and shortcomings of this study and the further research contents are summarized and prospected.
