温州市乡村生态旅游发展中的政府行为研究

【摘要】：乡村生态旅游是乡村旅游与生态旅游的融合提升,注重生态文明理念在自然、人文环境的保护以及社区居民利益等方面的积极影响。当前,温州乡村生态旅游正处在由初级发展阶段向成熟阶段过渡期,各种软硬环境还不完善,不可避免地存在基础设施薄弱、资金投入不足等诸多问题,需要温州政府发挥有限政府的主导作用加以解决。本文从政策导向、市场需求、网民关注和改革需要四方面阐述了研究背景,介绍了研究的理论意义和现实应用价值,明确了研究的内容、重点和难点,确定以资料查阅法、专家访谈法、问卷调查法、实地调研法和比较分析法来研究温州乡村生态旅游发展中的政府行为,并通过对国内外乡村生态旅游及其发展中政府行为研究的综述分析,了解当前研究发展趋势,得知目前国内尚无学者对乡村生态旅游发展中的政府行为进行过专题研究,体现了本文的必要性；同时,由于当前国内对乡村生态旅游发展中政府行为研究很少,可参考材料不多,因此对温州市和永嘉县楠溪江流域乡村生态旅游发展中的政府行为分析是本文的难点。在详细阐述乡村生态旅游和政府行为的概念、特征的基础上,通过运用可持续发展理论、生态学理论、新公共管理理论、新公共服务理论、公共产品理论、利益主体理论等相关支撑理论,辩证分析了乡村生态旅游和政府行为之间的相辅相成、双向影响的关系,即政府能解决乡村生态旅游活动中产生的矛盾,乡村生态旅游发展也能提升政府的综合实力。基于当前全面深化改革这个社会背景和时代背景,介绍了经济体制改革、政府行政改革、文化体制改革、社会体制改革、生态文明体制改革对政府定位的要求,阐述了正确的政府定位在为温州旅游业发展开辟新路径、推动温州生态文明建设进程、助推温州建设美丽乡村等方面的积极作用,并立足温州乡村生态旅游当前条件优越、发展迅速、种类众多的发展现状,全面分析了温州乡村生态旅游发展中政府行为,得出当前温州政府为发展乡村生态旅游提供了健康的经济环境、良好的社会环境、完善的制度保障和必要的环境支撑,发挥出了积极作用,但在宏观经济调控、市场秩序维护、公共服务提供、生态环境和社会文化保护等方面还存在诸多不足,亟待温州政府进一步转变职能,正确处理好与市场、社会的关系,发挥市场在资源配置中的决定性作用,把市场能做的事情交给市场,把社会能办好的事情交给社会,政府要致力于市场机制和社会组织无法发挥作用的领域,在宏观协调管控、市场秩序维护、公共物品提供和生态环境保护等方面上下功夫,发挥有限政府的主导作用。通过问卷调查、实地调研、专家访谈和资料查阅等方法,实证分析了永嘉县政府在楠溪江流域乡村生态旅游发展中的有效表现,总结列举了其在强化宏观调控力度、强化市场秩序维护、强化公共服务提供、强化生态环境和古文化保护等方面的措施,并验证了永嘉政府行为是有力、有效的,同时也指出了永嘉政府在资金筹集手段、行业协会建立、标准体系建设等方面的不足。经比较永嘉政府和温州政府在发展乡村生态旅游中的行为,建议温州政府借鉴永嘉做法,针对性地提出了温州市乡村生态旅游发展中政府行为的优化对策措施；并经综合分析,得出温州具有得天独厚的自然资源和社会资源优势,温州政府应在宏观经济调控、市场秩序维护、公共服务提供、生态环境和社会文化保护等方面采取有效、有为的措施,特别是可以合理利用雄厚的民间资本,借助金融综合改革实验区契机,提升乡村生态旅游的软硬件设施质量,形成别具特色的乡村生态旅游“温州模式”,提升温州城市在长三角、海西经济圈等城市群中的乡村生态旅游核心竞争力,促进温州乡村生态旅游的健康、可持续发展。本文针对温州乡村生态旅游发展中的政府行为及其衍生出来的问题,也提出了研究展望,如对农民利益保障、行业协会社会组织作用发挥、政府行为中权力寻租腐败问题等,亟待下一步深入研究。因之前我国尚无学者专题研究过乡村生态旅游发展中的政府行为,因此本文具有一定的首创性。相比国内学者对旅游业其他领域政府行为的研究,本文具有如下的创新之处：综合运用可持续发展学、生态学、公共管理学等相关学科理论,分析了乡村生态旅游和政府行为之间的关联性关系；综合运用资料查阅法、专家访谈法、问卷调查法、实地调研法、比较分析法等研究方法,对温州政府、永嘉政府在乡村生态旅游发展中的行为进行了定性的分析；同时,立足当前全国全面深化改革的时代背景,对温州政府职能进行了正确定位,理顺了政府、市场、社会三者之间的关系,详细论述当前形势下的温州政府如何在发展乡村生态旅游中发挥有限政府的主导作用,进而推进乡村生态旅游业的可持续发展。
[Abstract]:Rural ecotourism is to enhance the integration of rural tourism and ecological tourism, focusing on the concept of ecological civilization in nature, the positive effects of environmental protection and human community interests. At present, Wenzhou rural ecological tourism is in the initial stage of development to the mature stage of the transition period, a variety of soft and hard environment is not perfect, inevitable basis weak, many problems such as inadequate funding, Wenzhou needs the government to play the leading role of limited government to solve them.
In this paper, from a policy oriented, market demand, users attention and reform needs four aspects elaborated the research background, introduces the theoretical significance and practical application value, the research content, emphasis and difficulties, in order to determine the data access method, expert interview method, questionnaire survey method, field survey method and comparative analysis method to study the government behavior in rural ecotourism development in Wenzhou, and through the review of the research on government behavior in rural ecological tourism and its development at home and abroad on the analysis, to understand the current development trend of research, that there is no domestic scholars on the development of government behavior in rural ecotourism conducted case studies, reflecting the necessity of this paper; at the same time, due to the current the government behavior of rural eco tourism development research is very few, not many reference materials, so the Nanxi River Wenzhou city and Yongjia County Rural Ecological Tourism The behavior of the government in analysis is the difficulty of this paper. In detail the concept of rural tourism and government behavior, on the basis of characteristic by using the sustainable development theory, ecology theory, new public management theory, new public service theory, public goods theory, stakeholders theory and other related theories, dialectical analysis of complementary between rural tourism and government behavior, two-way relationship between the influence of contradiction that the government can produce solve rural ecological tourism activities in the development of rural ecological tourism can enhance the comprehensive strength of the government.
The current comprehensive deepening reform the social background and the background based on the reform of the economic system, the government administrative reform, cultural reform, social reform, reform the system of ecological civilization for the government's position, expounds the correct position of the government in the development of the new path for the tourism industry in Wenzhou, Wenzhou to promote ecological civilization construction process. Through the questionnaire survey, on-the-spot investigation, expert interview and data access methods, empirical analysis of the effective performance of eco tourism development in Nanxi River Village in Yongjia County, summarized the list of its in strengthening macro-control efforts to strengthen market order to maintain and strengthen public services, measures to strengthen the ecological environment and ancient culture protection etc. the government of Yongjia, and verify the behavior is a powerful, effective, but also pointed out that the government of Yongjia in the capital raising means, industry association established, lack of standard system construction. Through the comparison of Yongjia and the government of Wenzhou in the development of rural tourism behavior, Wenzhou government should learn from Yongjia practice, put forward the optimization measures of government behavior in the development of rural eco-tourism in Wenzhou city; and after a comprehensive analysis, that Wenzhou is richly endowed by nature of the natural resources and social The resource advantage, the government of Wenzhou should in the macroeconomic regulation and control, market order maintenance, public services, ecological environment and social culture protection, take effective measures, promising, especially can make reasonable use of strong private capital, with comprehensive financial reform in the experimentation area of rural ecotourism opportunity, enhance quality of software and hardware facilities, the formation of unique the characteristics of rural ecological tourism "Wenzhou model", promote Wenzhou city in the Yangtze River Delta, Haixi Economic Circle City Group in rural ecological tourism core competitiveness, promote Wenzhou rural ecological tourism health, sustainable development.
In view of the government behavior and its derived problems in the development of rural eco-tourism in Wenzhou, this paper also puts forward research prospects, such as the protection of farmers' interests, the play of the role of social organizations and the rent-seeking corruption in government behavior.
Because there are no scholars in China before the seminar on government behavior in the development of rural tourism, this paper is a pioneering study of the tourism industry. Compared with other areas of government behavior of domestic scholars, this paper has the following innovations: the integrated use of sustainable development, ecology, the related theories of public management, analysis the relationship between rural tourism and government behavior; the integrated use of literature, expert interviews, questionnaire survey method, field survey method, comparative analysis and other research methods, on the Wenzhou government, Yongjia government behavior in the development of rural eco-tourism in the qualitative analysis; at the same time, based on the current national comprehensive to deepen the reform of the background, the Wenzhou government functions are correctly positioned, straighten out the relationship between government, market and society of the three, discusses the current situation How does the Wenzhou government play the leading role of the limited government in developing rural ecotourism, and then promote the sustainable development of rural ecotourism.
