中国海岛旅游开发生态补偿机制研究

【摘要】：近年来，我国海岛旅游得到了较快发展，伴随而来的是海岛生态环境遭受严重破坏，但能够有效调节海岛旅游开发与生态环境保护的政策体系尚未建立，由海岛旅游开发给海岛生态带来的损失不能得到有效的补偿，这就导致了海岛生态问题愈发严重。党的十八大报告和十八届三中全会都提出“要建立体现生态价值和代际补偿的资源有偿使用制度和生态补偿制度。”报告中还着重强调，海岛生态系统脆弱，环境承载力低下，土地资源紧缺，淡水供应紧张，海岛的开发与建设必须把生态文明建设放在突出地位。因此，为进一步促进海岛生态文明建设，，调整好海岛旅游开发与海岛生态保护之间的利益关系，要建立海岛旅游开发生态补偿机制，这是促进海岛生态平衡，推动旅游发展的有效途径。本文以当前海岛旅游开发给海岛生态环境带来的损失为研究背景，通过分析海岛旅游开发造成的海岛生态损失情况，引出当前我国海岛旅游开发生态补偿的必要性和迫切性，并尝试建立了海岛旅游开发生态补偿机制体系，最后提出了完善这一机制体系的相关建议。文章通过对国内外相关研究的整理分析，深入了解到生态补偿这一理论，论述了外部性理论、公共物品理论、海岛生态系统服务功能理论、可持续发展理论在海岛旅游开发生态补偿中的运用，这些理论是建立海岛旅游开发生态补偿的理论支撑，还是政策出发点、经济基础、并蕴含了海岛旅游开发生态补偿机制建立的终极目标。第一部分中还对相关概念进行了明确，这为下文的分析奠定了基础。在理论研究的基础上，文章深入分析了为什么要建立海岛旅游开发生态补偿机制。首先分析了由海岛旅游开发带来的海岛生态损失问题，界定了哪些属于海岛旅游开发生态补偿的范围；其次，指出了当前我国海岛生态补偿法律制度存在的缺陷，这也为如何完善海岛旅游开发生态补偿机制指明了方向。通过对海岛旅游开发生态损失的现状研究，阐述了如何建立海岛旅游开发生态补偿机制。第四章中，本文介绍了计算海岛生态损失的模型及方法，这是制定补偿标准的前提，第五章中根据前文介绍，从补偿的目标定位、原则、补偿框架、绩效评价、运行实施等方面尝试建立了海岛旅游开发生态补偿体系。第六章中对补偿体系的运行实施提供了完善建议，来保障这一体系的顺利实施。文章最后对所做工作做了总结，并指出文章的不足之处，文章在理论上有待创新，在实践中需要加强研究。
[Abstract]:In recent years, the island tourism in our country has been developed rapidly, with the serious damage to the island ecological environment, but the policy system which can effectively regulate the island tourism development and ecological environment protection has not been established. The loss caused by island tourism development can not be compensated effectively, which leads to more and more serious island ecological problems. The report of the 18th CPC National Congress and the third Plenary session of the 18th CPC Central Committee both proposed that "the system of compensated use of resources and the system of ecological compensation should be established that embodies ecological value and intergenerational compensation." The report also emphasizes that the island ecosystem is fragile, the environmental carrying capacity is low, the land resources are scarce, the fresh water supply is tight, and the development and construction of the island must put the ecological civilization construction in the prominent position. Therefore, in order to further promote the construction of island ecological civilization and adjust the benefit relationship between island tourism development and island ecological protection, it is necessary to establish the ecological compensation mechanism of island tourism development, which is to promote the island ecological balance. The effective way to promote the development of tourism. Based on the research background of the loss of the island ecological environment caused by the current island tourism development, this paper analyzes the island ecological loss caused by the island tourism development, and leads to the necessity and urgency of the ecological compensation for the island tourism development in our country at present. The ecological compensation system of island tourism development is set up, and some suggestions are put forward to perfect the system. Through the analysis of domestic and foreign related research, this paper deeply understands the theory of ecological compensation, discusses the theory of externality, the theory of public goods, the theory of island ecosystem service function. The application of sustainable development theory in the ecological compensation of island tourism development, these theories are the theoretical support for the establishment of ecological compensation for island tourism development, or the starting point of policy, the economic basis, It also contains the ultimate goal of establishing ecological compensation mechanism for island tourism development. In the first part, the related concepts are defined, which lays the foundation for the analysis below. On the basis of theoretical research, the paper deeply analyzes why the ecological compensation mechanism for island tourism development should be established. Firstly, the paper analyzes the problem of island ecological loss caused by island tourism development, defines which is the scope of island tourism development ecological compensation, and then points out the defects of the current legal system of island ecological compensation in China. This also pointed out the direction of how to perfect the ecological compensation mechanism of island tourism development. Based on the study of the current situation of the ecological loss of island tourism development, this paper expounds how to establish the ecological compensation mechanism of island tourism development. In the fourth chapter, this paper introduces the model and method of calculating the island ecological loss, which is the premise of establishing the compensation standard. In the fifth chapter, according to the previous introduction, the goal orientation, principle, compensation frame, performance evaluation of compensation are introduced. This paper tries to establish the ecological compensation system of island tourism development in the aspects of operation and implementation. The sixth chapter provides the perfect suggestions for the implementation of the compensation system to ensure the smooth implementation of the system. Finally, the paper summarizes the work done, and points out the shortcomings of the article. The article needs to be innovated in theory, and the research should be strengthened in practice.
