云南海峰湿地旅游开发生态补偿机制研究

【摘要】：湿地生态系统是自然界最富生物多样性和生态功能最高的生态系统，为人类生产、生活与休闲提供了多种资源，是人类最重要的生活环境，与海洋生态系统、森林生态系统并称为全球三大生态系统，环境功能和环境效益巨大，因此被称为“地球之肾”。我国生态问题日益加重，湿地生态系统的破坏使湿地恢复与保护迫在眉睫，，湿地生态补偿亦成为湿地生态保护的重中之重，湿地生态补偿制度的建立和完善是解决这一问题的关键所在。本文采用文献分析法、实地调研和统计分析相结合的方法，以云南海峰保护区为研究对象进行实证分析，通过此个案研究以求对云南省湿地保护与开发提供借鉴。在对海峰湿地的实地调研的基础上，分析了海峰湿地保护区旅游开发现状和生态补偿开发现状，以及生态补偿中存在的问题，同时详细计算了湿地生态服务功能价值。应用投入与需求对比分析的方法，对海峰湿地生态补偿需求与投入进行计算分析，结合生态系统服务功能价值得出目前海峰湿地生态补偿现行标准与资金缺口以及实际补偿标准与额度。进一步提出建立和完善保护区生态补偿机制的政策体系和保障体系，确保保护区生态补偿的有效实施。全文共分为五章，总体内容表现为三大部分：第一部分：包括第一章、第二章。主要介绍文章的选题背景、选题意义、研究方法、研究内容、可能创新点、技术路线、文献综述和理论基础。第二部分：本部分是核心内容，包括第三章、第四章。通过实地调研展开实证分析，在确定补偿原则、补偿主客体及补偿方式的基础上，对海峰湿地旅游开发生态补偿进行分析，并对湿地生态服务功能价值进行计算与评估，确定生态补偿标准及补偿额度，进一步设计了湿地旅游开发生态补偿政策体系及保障体系，为生态补偿的有效实施提供基础保障。第三部分：包括第五章。是本文的研究结论与建议。提出了本文研究的基本结论与需要进一步完善的问题。
[Abstract]:Wetland ecosystem is the most rich biodiversity and ecological function ecosystem in nature. It provides a variety of resources for human production, life and leisure. It is the most important living environment and marine ecosystem for human beings. Forest ecosystem is called "the kidney of the earth" because it is called the three major ecosystems of the world, and the environmental function and the environmental benefit are enormous. The ecological problems of our country are becoming more and more serious, the destruction of wetland ecosystem makes wetland restoration and protection urgent, and wetland ecological compensation becomes the most important part of wetland ecological protection. The establishment and perfection of wetland ecological compensation system is the key to solve this problem. This paper adopts the method of literature analysis, field investigation and statistical analysis, taking Haifeng Reserve of Yunnan Province as the research object for empirical analysis, through this case study in order to provide a reference for the protection and development of wetland in Yunnan Province. Based on the field investigation of Haifeng wetland, this paper analyzes the present situation of tourism development and ecological compensation development of Haifeng wetland reserve, and the problems existing in ecological compensation. At the same time, the value of wetland ecological service function is calculated in detail. By using the method of comparative analysis of input and demand, the ecological compensation demand and investment of Haifeng wetland are calculated and analyzed. Based on the value of ecosystem service function, the current ecological compensation standard and fund gap of Haifeng wetland and the actual compensation standard and quota are obtained. Furthermore, the policy system and guarantee system of ecological compensation mechanism of protected areas are proposed to ensure the effective implementation of ecological compensation in protected areas. The full text is divided into five chapters, the overall content is shown as three parts: The first part: includes the first chapter, the second chapter. This paper mainly introduces the background, significance, research method, possible innovation, technical route, literature review and theoretical basis of the article. The second part: this part is the core content, including the third chapter, the fourth chapter. On the basis of confirming the principle of compensation, the subject and object of compensation and the way of compensation, the ecological compensation for tourism development of Haifeng wetland is analyzed, and the value of ecological service function of wetland is calculated and evaluated. The policy system and guarantee system of ecological compensation for wetland tourism development are further designed to provide the basic guarantee for the effective implementation of ecological compensation. The third part: includes the fifth chapter. It is the conclusion and suggestion of this paper. The basic conclusions of this paper and the problems that need to be further improved are put forward.
