河北省旅游产业发展效率分析评价

【摘要】：随着中国旅游业的快速发展，旅游消费日益增多，产业规模不断扩张，旅游发展效率问题逐渐进入人们的视线。已有学者就旅游产业效率这一问题，结合不同地区的实际情况进行分析与实证研究，并得出具有针对性的结论。河北省作为旅游资源大省，发展规模不断扩大，但发展规模扩大并不能决定其具有发展效率的高低。本文将针对河北省的实际情况，就旅游产业发展效率问题进行分析与梳理，试图分析我省旅游产业的发展效率，并发现其中存在的问题，尝试提出针对性对策。 旅游产业发展效率是指在一定区域内，投入一定的要素，推动旅游产业创造产出，最终使旅游产业发展达到一定的效果与水平，旅游业的效率在一定程度上决定了该地区旅游业的质量和发展趋势。旅游产业发展效率受到一系列因素影响：旅游资源禀赋、旅游产业条件和旅游经济。旅游资源禀赋是旅游产业发展的基础与核心；旅游产业条件包括住宿餐饮业、旅游交通业和旅行社业，他们为旅游产业发展提供公共服务，更好地满足人民的旅游需求；旅游经济作为旅游产业发展的结果，体现着一地区旅游产业的发展成果和水平，是衡量其发展程度的重要参考标准。由此，本文建立了一套定量评价体系，包括旅游资源禀赋、旅游产业条件和旅游经济3个一级评价指标，对各项指标进行评价，发现河北省拥有丰富的旅游资源；旅游产业支撑部门中，除交通运输业发展较好，住宿餐饮业和旅行社业均发展欠缺，不能满足旅游产业的发展；接下来，通过柯布-道格拉斯函数对河北省地区生产函数进行实证分析，实证证明旅游产业在河北省经济中的贡献程度较低。综合论证河北省旅游产业发展效率较低。 河北省旅游产业发展不足主要表现在以下几个方面：一，我省旅游总收入占地区生产总值比例较小，与丰富的旅游资源形成反差；二，地区经济对旅游业缺乏弹性，旅游业并不能很好刺激我省经济发展；三，旅游业对经济的贡献度低，其中，仅交通运输业可以满足发展需要，星级饭店与旅行社业均发展落后，不能满足我省旅游发展需要。针对河北省旅游产业发展中存在的一些问题，提出了统筹旅游业相关建设项目与投资、深度发掘旅游价值，，实现产业升级、完善旅游要素配置，提升旅游产业要素部门的服务质量等具有一定针对性的解决对策，试图为我省旅游产业发展做出微薄贡献。
[Abstract]:With the rapid development of tourism in China, tourism consumption is increasing day by day, the scale of industry is expanding constantly, and the problem of tourism development efficiency has gradually entered the sight of people. Some scholars have made an analysis and empirical study on the efficiency of tourism industry in combination with the actual situation in different regions, and have reached a targeted conclusion. As a large province of tourism resources, Hebei Province has been expanding in scale, but the expansion of development scale can not determine its development efficiency. According to the actual situation of Hebei Province, this paper analyzes and combs the development efficiency of tourism industry, tries to analyze the development efficiency of tourism industry in our province, and finds out the existing problems, and tries to put forward countermeasures. The development efficiency of tourism industry refers to the investment of certain elements in a certain area, to promote the tourism industry to create output, and ultimately to achieve a certain effect and level of tourism industry development. To a certain extent, the efficiency of tourism determines the quality and development trend of tourism in this area. Tourism industry development efficiency is affected by a series of factors: tourism resource endowment, tourism industry conditions and tourism economy. Tourism resource endowment is the basis and core of the development of tourism industry, which includes accommodation and catering industry, tourism transportation industry and travel agency industry, which provide public services for the development of tourism industry and better meet the tourism needs of the people. As the result of the development of tourism industry, tourism economy reflects the development achievement and level of tourism industry in a region, and is an important reference standard to measure the development degree of tourism industry. Therefore, this paper establishes a set of quantitative evaluation system, including tourism resource endowment, tourism industry conditions and tourism economy three evaluation indicators, to evaluate the indicators, found that Hebei Province has rich tourism resources; Among the supporting departments of the tourism industry, except for the better development of the transportation industry, the hotel and catering industry and the travel agency industry both lack of development and cannot meet the needs of the development of the tourism industry. Through the empirical analysis of the production function in Hebei Province by Cobb-Douglas function, it is proved that the contribution of tourism industry to the economy of Hebei Province is low. Comprehensive demonstration Hebei Province tourism industry development efficiency is low. The underdevelopment of the tourism industry in Hebei Province is mainly reflected in the following aspects: first, the total tourism income of our province accounts for a relatively small proportion of the region's gross domestic product, which is in contrast to the rich tourism resources; second, the regional economy lacks flexibility to the tourism industry. Tourism is not a good stimulus to the economic development of our province; third, the contribution of tourism to the economy is low, among which, only transportation can meet the needs of development, star-rated hotels and travel agencies are both backward in development, and can not meet the needs of tourism development in our province. In view of some problems existing in the development of tourism industry in Hebei Province, this paper puts forward the following suggestions: to coordinate tourism related construction projects and investments, to explore the tourism value in depth, to realize industrial upgrading, and to improve the allocation of tourism elements. To improve the service quality of the tourism industry factor department and so on, the author tries to make a modest contribution to the development of tourism industry in our province.
