上海旅游标准体系构建研究

【摘要】：标准化作为规范和指导社会生产的一种工具,是人类不断探索和发展的产物,许多国家把标准化作为产业发展的重要战略,旅游标准化是第三产业标准化的重要组成部分,对规范行业市场秩序、提高行业服务质量、增强行业综合实力、强化行业监督管理和提升行业公共服务水平,推动旅游行业持续发展意义重大。旅游标准体系则是指导和规范旅游标准编制,完善旅游标准内涵的重要依据。本文在梳理总结国内外标准、旅游标准、标准体系等基本情况和相关研究的基础上,通过分析上海旅游及旅游标准化发展现状、存在问题、发展方向等,根据旅游标准体系编制规律和符合上海旅游发展实际的标准体系构建基本原则和技术方法,研究构建了上海旅游标准体系。本标准体系整体结构合理、功能协调有序、内容动态开放,标准项目和主要内容既与国际通行规则相衔接,又与国家标准体系相协调,同时也符合上海旅游业发展要求,是区域旅游标准体系研究的一个尝试。本文研究成果一方面丰富了旅游标准体系的相关理论,另一方面对进一步提高旅游标准化水平,服务上海世界著名旅游城市建设具有一定的现实意义,同时可以为其他区域的旅游标准体系研究提供一定的参考和借鉴。
[Abstract]:Standardization, as a tool to standardize and guide social production, is the product of continuous exploration and development of human beings. Many countries regard standardization as an important strategy for industrial development, and tourism standardization is an important part of the standardization of the tertiary industry. It is of great significance to standardize the order of the industry market, improve the service quality of the industry, strengthen the comprehensive strength of the industry, strengthen the supervision and management of the industry, enhance the level of public service of the industry, and promote the sustainable development of the tourism industry. The tourism standard system is an important basis for guiding and standardizing the compilation of tourism standards and perfecting the connotation of tourism standards. On the basis of combing and summarizing the basic situation and related research of domestic and foreign standards, tourism standards and standard systems, this paper analyzes the current situation, existing problems and development direction of tourism and tourism standardization in Shanghai. According to the basic principles and technical methods of the establishment of tourism standard system and the standard system in line with the reality of tourism development in Shanghai, this paper studies and constructs the tourism standard system of Shanghai. The overall structure of the standard system is reasonable, the function is coordinated and orderly, the content is dynamically open, the standard items and main contents are not only connected with the international common rules, but also coordinated with the national standard system, and also meet the requirements of Shanghai tourism development. It is an attempt to study the system of regional tourism standards. On the one hand, this paper enriches the related theories of tourism standard system, on the other hand, it has certain practical significance to further improve the level of tourism standardization and serve the construction of Shanghai's world-famous tourist city. At the same time, it can provide some reference for the study of tourism standard system in other regions.
