海坛风景名胜区周边社区营造研究

【摘要】：在我国快速城镇化的背景下,大量的社会资源都集中在城市建设上,而乡村社区的发展却止步不前。传统自上而下的乡村建设不仅无法解决各个乡村的具体问题,还使得大陆乡村社区千篇一律,缺乏活力。如何推动我国的乡村社区建设,维护乡村中的传统文化,促进乡村社区产业的转型升级,提高乡村居民的生活水平,实现乡村社区的自我发展已是人们所关注的焦点。风景名胜区作为国家重要旅游资源,与周边的乡村社区呈现出相互对立又相互依存的特殊关系。实现二者的协调发展,既有利于我国风景名胜区的保护,又有利于实现周边乡村社区的活化,促进我国美丽乡村建设。平潭综合试验区作为开发建设中的现代化城市,传统乡村的保护与发展问题日益突出。本文基于社区营造理论,以福建平潭综合实验区内的海坛风景名胜区周边社区为研究地,借鉴社区营造的实践经验,希望通过保存当地的人文景观,凝聚社区意识,加强社区参与,发展旅游产业,建设旅游社区,实现乡村社区的自治自理和自发展。通过分析海坛风景名胜区与周边社区的影响关系,确定了其社区营造利益相关者的角色定位,进而构建海坛风景名胜区周边社区营造的动力机制,指出动力机制中的摩擦离散机制,进而提出了相应协调机制,最后提出了三种社区营造模式:政社合营模式、社景联营模式与社区自营模式,并提出了海坛风景名胜区周边社区营造相关策略。海坛风景名胜区周边社区营造研究,一方面有助于破解平潭大开发背景下的乡村发展困局,实现海坛风景名胜区与周边社区的协调发展。另一方面也有助于实现我国的社会公平,为解决我国的新型城镇化建设中的乡村问题提供新的思路。
[Abstract]:Under the background of rapid urbanization in China, a large number of social resources are concentrated in urban construction, but the development of rural communities is not moving forward. The traditional top-down rural construction can not only solve the specific problems of each village, but also make the mainland rural community uniform and lack of vitality. How to promote the construction of rural communities, maintain the traditional culture in rural areas, promote the transformation and upgrading of rural community industries, improve the living standards of rural residents, and achieve the self-development of rural communities has become the focus of attention. As an important national tourism resource, scenic spots show a special relationship with the surrounding rural communities. The coordinated development of the two is not only beneficial to the protection of scenic spots in China, but also conducive to the activation of the surrounding rural communities and the promotion of the construction of beautiful villages in China. As a modern city in the development and construction of Pingtan Comprehensive Experimental area, the protection and development of traditional villages are becoming more and more prominent. Based on the theory of community construction, this paper takes the surrounding community of Haitan Scenic spot in Pingtan Comprehensive Experimental area of Fujian Province as the research place, draws lessons from the practical experience of community construction, and hopes to strengthen the community participation, develop the tourism industry, build the tourism community and realize the autonomy and self-development of the rural community by saving the local human landscape, condensing the community consciousness, developing the tourism industry, building the tourism community and realizing the autonomy and self-development of the rural community. By analyzing the influence relationship between Haitan Scenic spot and surrounding communities, this paper determines the role orientation of stakeholders in the construction of Haitan Scenic spot, and then constructs the dynamic mechanism of community construction around Haitan Scenic spot, points out the friction discrete mechanism in the dynamic mechanism, and then puts forward the corresponding coordination mechanism. Finally, three kinds of community construction models are put forward: the joint venture mode of government and society, the mode of social scene association and the mode of community self-management. And put forward the construction strategy of the surrounding community of Haitan Scenic spot. On the one hand, it is helpful to solve the rural development dilemma under the background of Pingtan development and realize the coordinated development of Haitan Scenic spot and surrounding communities. On the other hand, it is also helpful to realize the social equity of our country and provide new ideas for solving the rural problems in the construction of new urbanization in our country.
