【摘要】：2016年中国进入“十三五”规划新阶段,在这一阶段中国地区和世界的局势发生了翻天覆地的变化。铁路、公路、水利等基础建设作为国家发展的重要保障,对保障地区人民群众基本生活需求,带动沿线地区经济发展和相关产业发展具有重要意义。目前,我国“四纵四横”的高铁网主骨架已初具规模,“十三五”期间,铁路固定资产投资规模将进一步提升。中铁A局集团第四工程有限公司作为以铁路基础建设为主业的大型国有企业,拥有多年的铁路建设经验,但公司发展仍然存在众多问题,制约企业的长期稳定发展。本文正是基于这一背景,通过分析中铁A局四公司的发展现状和企业内外环境,制定发展战略规划,并在此基础上提出发展战略的保障措施。本文首先,利用宏观环境分析的PEST模型对中铁A局当前所处的政治法律环境、经济环境、社会文化环境和技术环境进行分析。分析指出,在政治法律方面,作为我国国民经济的重要组成部分,铁路等基础设施建设将持续得到国家关注,同时在法律法规方面,已经形成了相当完善的工程建设法规体系;经济环境方面,铁路建设与我国经济发展水平具有显著联系,“十三五”新常态发展时期,经济结构调整对铁路和基础设施建设行业既是机遇又是挑战;社会文化方面,社会文化的进步将进一步推进行业内劳动力结构调整和项目标准化水平提升;技术方面,技术知识、工程项目管理理念将不断淘汰升级。随后对中铁A局四公司所处的行业整体环境,并通过波特五力模型对行业内竞争情况进行细致分析,得出公司已有竞争者主要来自大型国资基础建设企业及集团内的兄弟企业、供应商议价能力较弱、购买者议价能力较强、潜在进入者压力小、产品替代者程度增加的结论。在此基础上利用QCDMS模型从产品品质、公司成本、技术能力、人力资源和销售服务这五个角度对企业内部环境进行阐述;在此基础上根据SWOT分析法,建立了中铁A局四公司已有的综合模型。通过综合分析中铁A局四公司的内外部环境,提出了优化组织架构,提高制度落实水平;采用片区经营方式,提升项目经营能力;采用精细化管理模式,提升项目盈利水平;采用市场化运作机制,提升资本运营能力的发展战略,并明确了未来一段时间的发展战略规划,包括采用多元化战略,做大非工程业务板块;采用国际化发展战略,坚定不移实施海外扩张战略;采用品牌化战略,打造企业形象。并在此基础上,提出精细化项目管理、建立健全人才保障和塑造积极健康的企业文化的保障措施。
[Abstract]:In 2016, China entered a new stage of the 13th Five-Year Plan, during which the situation in China and the world has undergone earth-shaking changes. Railways and highways. Water conservancy and other infrastructure as an important guarantee of national development, to ensure the basic needs of the people in the region, to promote the economic development of areas along the line and the development of related industries is of great significance. The main skeleton of China's "four vertical and four horizontal" high-speed rail network has begun to take shape, during the 13th Five-Year Plan period. The investment scale of railway fixed assets will be further increased. As a large state-owned enterprise with railway infrastructure construction as the main industry, China Railway A Group 4th Engineering Co., Ltd. has many years of railway construction experience. However, there are still many problems in the development of the company, which restricts the long-term and stable development of the enterprise. This paper is based on this background, through the analysis of the development situation of the four companies of China Railway A Bureau and the internal and external environment of the enterprise, to formulate the development strategy plan. And on this basis put forward the safeguard measures of development strategy. Firstly, this paper uses the PEST model of macro-environmental analysis to the current political and legal environment and economic environment of China Railway A Bureau. It is pointed out that as an important part of our national economy, the construction of railway and other infrastructure facilities will continue to receive the attention of the state in terms of political and legal aspects. At the same time, in the aspect of laws and regulations, has formed quite perfect engineering construction laws and regulations system; In terms of economic environment, railway construction has a remarkable relationship with the level of economic development in China. During the new normal development period of the 13th Five-Year Plan, the adjustment of economic structure is both an opportunity and a challenge to the railway and infrastructure construction industry. In terms of social culture, the progress of social culture will further promote the adjustment of labor force structure in the industry and the improvement of project standardization level; Technical aspects, technical knowledge, engineering project management concept will continue to eliminate and upgrade. Then the four companies of the China Railway Bureau A industry environment, and through the Porter five forces model to the industry competition situation is analyzed in detail. It is concluded that the company has competitors mainly from large state-owned infrastructure enterprises and brother enterprises in the group, suppliers have weak bargaining power, buyers have strong bargaining power, and potential entrants have less pressure. Based on the conclusion of increasing the degree of product substitutes, this paper uses QCDMS model to explain the internal environment of the enterprise from the five angles of product quality, company cost, technical ability, human resources and sales service. On this basis, according to the SWOT analysis method, established the existing comprehensive model of China Railway A Bureau four companies. Through comprehensive analysis of the internal and external environment of China Railway A Bureau four companies, put forward the optimization of organizational structure. Improving the level of system implementation; Adopt the district management mode to enhance the project management ability; Adopt fine management mode to improve the profit level of the project; Adopting the market-oriented operation mechanism, improving the development strategy of capital operation ability, and defining the development strategy plan for a period of time in the future, including adopting the diversification strategy, making the non-engineering business sector bigger; Adopt international development strategy and unswervingly implement overseas expansion strategy; On the basis of the brand strategy, the author puts forward the measures of meticulous project management, establishing and perfecting talent security and shaping the positive and healthy enterprise culture.
