【摘要】:社区是重要的城市管理的组件和城市发展的基础,公共人力资源的管理是社区管理中重要的组成部分,其效果保障了社区管理的成效。公共性则是社区人力资源管理的基础属性。做好社区工作是我们政府的一项基本工作和任务,如何加强和改进社区工作者的水平,提高社区工作者的基本素质和工作技能,它不仅是关系到一个社区公共人力资源管理的问题,更是关系到我们政府是怎样体现为人民服务的治国理念的。我们只有真正去认识和了解目前我国社区工作者的一个基本的工作状况,掌握社区工作者工作存在的问题,才能更好地改进工作,解决问题。社区公共人力资源是指专门从事社区工作、从属于社区组织的人力资源,是符合社区工作要求、具备开展社区服务和管理所需能力、在社区组织中享有一定职位的人员构成的一个特殊的集合体,其具有很强的公共性质。社区公共人力资源提供了社区的公共服务,管理并促进社区的发展,辅助政府进行基本公共服务的推广,协助街道办事处等组织履行社区管理的职能。我国社区人力资源管理拥有悠久的历史,在实践中也找到了很多适应我国社区人力资源管理的手段和方法,但是,我国的社区人力资源管理也存在着诸多的问题。本文运用公共人力资源管理的相关理论,以公共价值观为理论基础,运用调查问卷方法,调查呼和浩特市赛罕区人民路街道兴康社区管理和建设,评估、检验并解决呼和浩特市社区人力资源管理的问题。继而有针对性的提出解决问题的办法,从而探索建立适合本地区发展的比较完善的城市社区人力资源保障体系,为未来呼和浩特市社区人力资源保障建设提供参考。调查表明,呼和浩特市赛罕区人民路街道兴康社区在公共人力资源管理问题上,存在人才缺失,选才难,留用难,专业性不强,事务处理能力较弱,工作热情不高,缺乏归属感等问题。针对这些问题,本文提出了通过均衡配置资源,消除区域、部门差异发挥市场作用,引导社会力量进入,通过专业技能培训,优化考核机制,优化激励机制来解决公共人力管理的问题,同时,提倡正确的公共价值观的确立,提供建立在契约精神上的服务。我国社区人力资源管理中还存在着诸多问题,我们从历史的原因和当前社会发展的原因进行了分析,但要想将这些问题一一改正,对现有的社区管理进行进一步的提升,任重而道远。但是,我国现在正在加大社区工作投入,采取多种机制,通过市场化,通过规范化等措施,期待在未来,我国的社区工作能有一个快速,健康的发展。
[Abstract]:Community is an important component of urban management and the basis of urban development, and the management of public human resources is an important part of community management. Its effect ensures the effectiveness of community management. Publicity is the basic attribute of community human resources management. It is a basic work and task of our government to do community work well. How to strengthen and improve the level of community workers, improve the basic quality of community workers and work skills, it is not only related to a community of public human resources management. It is also related to how our government embodies the concept of governing the country for the people. We only really know and understand a basic working situation of community workers in our country at present. Only by mastering the problems existing in the work of community workers can we better improve our work and solve problems. Community public human resources refer to the human resources that are specialized in community work and belong to community organizations. It is a special collection of people who meet the requirements of community work, have the ability to carry out community service and management, and have certain positions in community organizations. It has a strong public nature. Community public human resources provide community public services, management and promote the development of the community, to assist the government in the promotion of basic public services. To assist the sub-district office and other organizations to perform the functions of community management. China's community human resources management has a long history, in practice also found a lot of ways and means to adapt to our community human resources management, but. There are also many problems in the management of community human resources in our country. This paper uses the theory of public human resources management, based on the public values as the theoretical basis, using the questionnaire method. To investigate the management and construction of Hsingkang community on people's Road Street in Saihan District of Hohhot City, evaluate, test and solve the problems of community human resource management in Hohhot City, and then put forward targeted solutions to solve the problem. In order to explore the establishment of a more perfect urban community human resources security system suitable for the development of the region, and provide a reference for the future construction of the community human resources security in Hohhot. On the issue of public human resource management, the Xingkang Community of people's Road in Saihan District, Hohhot City, is lack of talents, difficult to select, difficult to retain, not professional, weak in handling affairs, and low in enthusiasm for work. In view of these problems, this paper puts forward that through the balanced allocation of resources, eliminate regional, sectoral differences to play a market role, guide social forces to enter, through professional skills training. Optimize the examination mechanism, optimize the incentive mechanism to solve the problem of public human management, at the same time, promote the establishment of correct public values. To provide services based on the spirit of contract. There are still many problems in the management of community human resources in our country. We analyze the historical reasons and the reasons of the current social development. However, if we want to correct these problems one by one and further improve the existing community management, there is a long way to go. However, our country is now increasing community work investment, adopting various mechanisms, through marketization. Through standardization and other measures, we hope that in the future, our community work can have a rapid and healthy development.
