县域职业教育结构变革路径探究——线下开放教育园区建设与线上优质课程资源共享深度融合

【摘要】：县域职业教育发展对"工业化、信息化、城镇化、农业现代化同步推进下的农村教育发展与改革"具有重要意义。本文基于江西上饶、贵州遵义等地区25所县域中职教育机构调研和县级电大的职能现状分析发现,普遍存在优质课程资源不足、优秀师资缺乏、优良资产利用不充分、优惠政策落实不到位,以及职能混杂等问题和现象。研究认为,地方政府、教育部门不断整合资源,既为适应自身发展,也为适应上面的"多条线",造就了"同炒一盘菜,各敬各的神"的格局及其局部工作绩效失真。研究提出,将下面的"一根针"变为"O2O针"。在教学体制方式上采取虚实结合,线上线下结合,走集成开放融合的技术路径。做强线下,建设开放教育园区融合各类社会资源;做大线上,吸纳网络优质开放课程资源,通过信息技术与教育的深度融合,以中职教育改革为切入点,借助国家"办好开放大学"和推进电大转型升级的契机,开放办学。打通县域教育,形成纵向初、中、高、专和本科的O2O办学体系,横向学校与企业、行业、就业,劳动力转移的O2O融合培训体系,实现县域教育的结构性变革,为县域经济发展与学习型社会建设提供可持续的人力资源保障。
[Abstract]:The development of vocational education at county level is of great significance to the development and reform of rural education under the simultaneous promotion of industrialization, informatization, urbanization and agricultural modernization. Based on the investigation of 25 secondary vocational education institutions in Shangrao and Zunyi in Jiangxi Province and the analysis of the functions of RTVU at the county level, this paper finds that there are generally inadequate quality curriculum resources, lack of excellent teachers and inadequate utilization of good assets. Preferential policy implementation is not in place, as well as mixed functions and other problems and phenomena. The study holds that the local governments and education departments constantly integrate resources in order to adapt to their own development as well as to adapt to the "multiple lines" above, thus creating the pattern of "one dish with one dish, deference to the gods of each other" and the distortion of its local work performance. The study suggests changing the following "needle" to "O _ 2O needle". In the way of teaching system, the combination of real and virtual, the combination of line and line, and the technology of integration and open integration are adopted. Strengthen the line, build an open education park to integrate all kinds of social resources, expand the line, absorb network quality open curriculum resources, through the deep integration of information technology and education, take secondary vocational education reform as the breakthrough point, With the help of the national "run open universities" and promote the opportunities of TVU transformation and upgrading, open schools. To open up county education and form a vertical, middle, high, specialized and undergraduate O2O school system, horizontal schools and enterprises, industries, employment, labor force transfer of O2O integration training system, to achieve the structural transformation of county education, To provide sustainable human resource guarantee for county economy development and learning society construction.
