层次分析法在出口玩具检验监管风险评估中的应用

【摘要】：改革开放30年来，伴随经济的快速发展，玩具制造产业也得到了长足的发展，中国已成为世界最大的玩具制造基地。为了做好出口玩具的检验监管工作，出入境检验检疫机构建立了一套以生产全过程控制为基础，企业分类管理为重点的出口玩具检验监管模式，，如何实现企业类别的动态调整是摆在检验检疫机构面前的一道难题，同时这也成为了一项具有研究价值的课题。本文在中国成为世界玩具最大出口国的背景下，分析回顾了中国现行的玩具出口检验监管模式，并以此为基础提出了研究问题，即出口玩具检验监管的风险评估问题；接着介绍了风险评估理论及其评估方法，并阐述了本研究的主要研究方法——层次分析法的原理、应用步骤，为研究出口玩具检验监管的风险模型奠定了理论基础；最后结合检验检疫机构的日常工作实际，运用层次分析法建立出口玩具检验监管风险评估的综合体系，并将这个评估体系应用到出口玩具检验检疫工作实际中，起到了良好的效果。本文对检验检疫机构现行的出口玩具检验监管模式进行了梳理，运用定性与定量相结合的层次分析法对出口玩具检验监管的风险实施层次化、数量化、科学化的评估，结合日常检验工作的实际，归纳整理了企业生产过程控制、产品检测质量安全、检验监管合格评定等三个方面的12个潜在的风险因素，并将获得量化的风险评估综合指数运用到企业分类中，较好地反映风险影响因素在出口玩具检验监管过程中的重要程度，最后通过深圳玩具生产企业的实际应用验证其有效性和实用性。本文在完善出口玩具的检验检疫监管模式方面进行了有益的探索。
[Abstract]:In the past 30 years of reform and opening up, with the rapid development of the economy, the toy manufacturing industry has also developed rapidly. China has become the largest toy manufacturing base in the world. The entry-exit inspection and quarantine organization has established a set of export toy inspection and supervision mode based on the whole production process control and enterprise classification management. How to realize the dynamic adjustment of the enterprise category is a difficult problem in front of the inspection and quarantine organization. At the same time, this has become a subject of research value. Under the background that China has become the largest exporter of toys in the world, this paper analyzes and reviews the current mode of toy export inspection and supervision in China, and puts forward the research problem based on it, that is, the risk assessment of export toy inspection and supervision. Then it introduces the theory of risk assessment and its evaluation method, and expounds the principle and application steps of the main research method-Analytic hierarchy process (AHP), which lays a theoretical foundation for studying the risk model of export toy inspection and supervision. Finally, combined with the daily work of the inspection and quarantine organization, the comprehensive risk assessment system of export toy inspection supervision is established by using AHP, and the evaluation system is applied to the export toy inspection and quarantine work. It has a good effect. In this paper, the current export toy inspection supervision model of inspection and quarantine organization is combed out, and the hierarchical, quantitative and scientific assessment of the risk of export toy inspection supervision is carried out by using the analytic hierarchy process (AHP), which combines qualitative and quantitative analysis. Combined with the reality of daily inspection work, 12 potential risk factors in three aspects of enterprise production process control, product inspection quality and safety, inspection supervision and conformity assessment are summarized and sorted out. The quantitative risk assessment index is applied to the enterprise classification, which reflects the importance of risk factors in the process of export toy inspection and supervision. Finally, the effectiveness and practicability of the toy production enterprises in Shenzhen are verified by the practical application. This paper has carried on the beneficial exploration in perfecting the inspection and quarantine supervision mode of the export toy.
