【摘要】：党中央、全国人大、国务院高度重视绩效管理,通过绩效管理,有利于加强财政资金的管理,进一步增强支出责任和效率意识,提高中医药项目资金使用的规范性、安全性和有效性,实现成本最低化、效率最优化、绩效最大化,切实提高财政资金使用绩效和科学化、精细化管理水平,促进中医药事业更好地发展。中医药公共卫生专项资金项目的绩效考评属于财政支出绩效考评的一部分,对于提高项目绩效具有重要意义。本研究着力于对中医药公共卫生专项资金项目的绩效考评进行研究。首先研究相关理论,进而构建具有中医药特色的中医药公卫专项绩效考评指标体系,并运用构建的指标体系进行实证研究。通过实证研究,发现中医药公卫专项执行与管理存在的问题并提出相应对策,并进一步提出完善中医药公卫专项绩效考评的对策建议,为政策制定提供依据,为绩效考评制度化、常态化奠定基础。第二章节指标体系的构建和第三章节实证研究是本论文的重点部分。通过运用德尔菲法、专家咨询法、层次分析法等确定绩效考评指标并赋予科学合理的权重,明确指标的评价标准,完成指标体系的构建,为绩效考评实证研究奠定基础。实证研究重点对考评结果进行分析,运用系统聚类分析、单因素方差分析、回归分析、描述性统计分析等统计分析方法从全国总体情况、项目绩效情况、省份绩效情况、区域绩效情况、年份绩效情况、指标绩效情况六大方面对结果进行分析。通过实证研究,发现中医药公卫专项执行与管理存在五大方面问题,一是预算下达缓慢,资金到位及时率低,配套资金不足;二是资金管理不规范,项目支出结构不尽合理;三是预算执行率低,执行均衡性不高;四是人员业务水平有待提高,项目管理水平有待提升;五是项目产出效果不够显著,考评力度有待加强。针对以上五方面问题,从项目角度出发,提出相应的对策建议。同时,通过实证研究,发现中医药公卫专项绩效考评体系有待进一步完善,从政府部分、主管部门进行绩效考评工作的角度出发,本文提出五点建议,一是完善中医药公卫专项绩效考评指标体系;二是加强绩效目标管理,健全全过程预算绩效管理机制;三是完善中医药公卫专项绩效“五库”建设;四是完善绩效信息化建设,构建多元考评责任机制;五是提高绩效考评质量,强化考评结果应用,以完善中医药公卫专项绩效考评体系。
[Abstract]:The Party Central Committee, the National people's Congress and the State Council attach great importance to performance management, through performance management, conducive to strengthening the management of financial funds, and further enhance the sense of responsibility and efficiency of expenditure. Improve the standardization, safety and effectiveness of the use of Chinese medicine project funds, to achieve the lowest cost, efficiency optimization, performance maximization, effectively improve the performance and scientific use of financial funds, fine management level. To promote the better development of the cause of Chinese medicine. The performance appraisal of the special fund project of traditional Chinese medicine public health is part of the performance evaluation of financial expenditure. This study focuses on the performance evaluation of the public health special fund projects. First of all, the relevant theory is studied. And then construct the Chinese medicine public health special performance evaluation index system with the characteristics of traditional Chinese medicine, and use the constructed index system to carry on the empirical research. Find out the problems existing in the implementation and management of TCM public health project and put forward the corresponding countermeasures, and further put forward the countermeasures and suggestions to improve the performance evaluation of Chinese medicine public health special performance evaluation, to provide the basis for policy formulation. The second chapter of the index system and the third chapter of empirical research is the key part of this paper. Through the use of Delphi method, expert consultation method. The Analytic hierarchy process (AHP) determines the performance evaluation index and gives scientific and reasonable weight, defines the evaluation standard of the index, and completes the construction of the index system. To lay a foundation for the empirical study of performance appraisal. Empirical research focuses on the analysis of evaluation results, the use of systematic cluster analysis, single-factor variance analysis, regression analysis. Descriptive statistical analysis and other statistical analysis methods from the overall national situation, project performance, provincial performance, regional performance, year performance. Through empirical research, we find that there are five major problems in the implementation and management of TCM public health. First, the budget is slow, and the timely rate of funds is low. Insufficient supporting funds; Second, the fund management is not standardized, the project expenditure structure is not reasonable; Third, the budget implementation rate is low, the implementation balance is not high; Fourth, the level of personnel business needs to be improved, the level of project management needs to be improved; Fifth, the effect of project output is not significant enough, the evaluation needs to be strengthened. In view of the above five problems, from the project point of view, put forward the corresponding countermeasures and suggestions. At the same time, through empirical research. Found that the performance evaluation system of Chinese medicine public health needs to be further improved, from the point of view of the government part, the competent department for performance evaluation, this paper puts forward five suggestions. First, improve the performance evaluation index system of Chinese medicine public health; Second, strengthen the performance target management, perfect the whole process budget performance management mechanism; Third, to perfect the construction of "five storehouses" of the special performance of Chinese medicine public health; The fourth is to perfect the construction of performance information, and to construct the responsibility mechanism of multiple appraisal; Fifth, improve the quality of performance evaluation, strengthen the application of evaluation results to improve the performance evaluation system of Chinese medicine public health.
