林地确权方式、补贴政策感知与林农山林经营积极性——来自四川省的调查数据

【摘要】：基于中央财政林业补贴政策效益项目对四川省的监测数据,构建Probit模型,实证分析林地确权方式、农户补贴政策感知对林农山林经营积极性产生的影响。实证研究发现:相较于按股分山到户,按面积分山到户能显著促进林农山林经营的积极性;林农对林业补贴政策越了解、感知补贴政策越好,其山林经营的积极性会越高。不过,在按股分山到户的地区,如果林农对补贴政策感知较差,其会利用产权模糊的集体林地发展家庭林业经济,从而间接提高其山林经营的积极性。因此,为促进林农山林经营的积极性,需采取全面推行按面积分山到户,加大林业补贴力度,强化林业补贴政策宣传,拓宽林农增收渠道等措施。
[Abstract]:Based on the monitoring data of the benefit project of the central fiscal subsidy policy in Sichuan province, the Probit model is constructed, and the way of confirming the right of forest land is analyzed empirically. The empirical study shows that: compared with dividing mountain to household by area, farmers can significantly promote the enthusiasm of forest management by area, and the more understanding of forestry subsidy policy, the more forest farmers understand the forestry subsidy policy. The better the perceived subsidy policy, the higher the enthusiasm for mountain forest management. However, if forest farmers have a poor perception of the subsidy policy, they will develop the family forestry economy with collective woodlands with unclear property rights. Therefore, in order to promote the enthusiasm of forest farming and forest management, it is necessary to carry out the comprehensive implementation of dividing mountains into households according to the area, increase forestry subsidies, and strengthen the propaganda of forestry subsidy policies. Measures such as widening the channels for increasing forest farmers' income.
