社会资本参与养老服务发展的动力机制、实践逻辑和路径优化

【摘要】：社会资本参与养老服务发展不仅能够弥补家庭养老服务和政府养老服务供给能力不足的困境,而且对于激活社会养老服务市场,提升社会养老服务品质,促进社会化养老服务的健康发展有着重要推动作用。调动社会资本参与养老服务发展的积极性,进一步激活社会养老服务市场,需要加强社会资本参与养老服务发展的动力机制。当前社会资本参与养老服务发展是内在经济动力机制和外在政策动力机制共同作用的结果。社会资本参与养老服务发展需要进一步完善政府支持社会养老服务发展的政策体系,给予社会资本合理的经济利益性回报,提升社会参与养老服务发展自我能力提升以及强化社会养老服务发展的多元社会支持体系。
[Abstract]:The participation of social capital in the development of pension services can not only make up for the shortage of the supply capacity of the family pension service and the government pension service, but also activate the social pension service market and improve the quality of the social pension service. Promoting the healthy development of the socialized old-age care service plays an important role in promoting the development of the old-age service, mobilizing the enthusiasm of the social capital to participate in the development of the old-age service, and further activating the social old-age service market, It is necessary to strengthen the dynamic mechanism of social capital participating in the development of old-age service. The current social capital participation in the development of pension service is the result of both the internal economic dynamic mechanism and the external policy dynamic mechanism. Service development needs to further improve the government policy system to support the development of social pension services. To give social capital a reasonable economic benefit return, to enhance the social participation in the development of pension services, self-enhancement and strengthen the development of social pension services to strengthen the pluralistic social support system.
