推进政府购买服务应做到“六个注重”

【摘要】：正《中共中央关于全面深化改革若干重大问题的决定》明确提出,推广政府购买服务。笔者认为,在具体实施中,应以"六个注重"推进政府购买服务,使政府购买服务真正在加快转变政府职能、建设服务型政府、提高公共服务供给水平和效率、提升国家治理能力等方面发挥作用。(一)注重明确购买范围。现阶段,我国处于市场经济体制改革不断深化和社会发展转型时期,公共服务的内容和社会力量的承接能力在不断调整变化
[Abstract]:The decision of the CPC Central Committee on comprehensively deepening the reform has clearly put forward the promotion of government purchase of services. The author thinks that in the concrete implementation, we should push forward the government purchase service with "six emphases", so that the government purchase service can speed up the transformation of the government function, construct the service-oriented government, and improve the level and efficiency of the public service supply. Improve the ability of national governance and other aspects of play a role. (1) pay attention to defining the scope of purchase. At the present stage, our country is in the period of deepening the reform of market economy system and social development, and the content of public service and the acceptance ability of social forces are constantly adjusting and changing.
