基于财政分权的城市蔓延机理研究

【摘要】：基于30个样本城市财政分权对城市蔓延的影响分析表明,中国存在比较严重的城市蔓延问题,中国城市蔓延的根源在于财政分权体制。现行财权分权制度能够抑制城市蔓延,大学城的建设、基础设施的改善和人口的增长是城市蔓延的重要动力,而自然因素对城市蔓延则没有显著影响。适时微调财政分权政策、控制大学城建设和合理规划城市基础设施建设等,对抑制城市蔓延、加速城市化进程和促进经济增长十分有益。
[Abstract]:Based on the analysis of the influence of fiscal decentralization on urban sprawl in 30 sample cities, it is shown that there is a serious problem of urban sprawl in China, and the root of urban sprawl in China lies in the system of fiscal decentralization. The current system of decentralization of financial power can restrain the spread of cities, the construction of university cities, the improvement of infrastructure and the growth of population are the important driving forces of urban sprawl, while natural factors have no significant impact on urban sprawl. It is very beneficial to restrain the spread of cities, accelerate the process of urbanization and promote economic growth by fine-tuning the policy of fiscal decentralization, controlling the construction of university towns and reasonably planning the construction of urban infrastructure.
