【摘要】：秦德君的“‘智慧领导’与战略策划”根据日常领导过程,把领导者个性模式区分为“程序型主导”和“智慧型主导”两种基本类型。对于规则系统相对“淡化”、个性风格相对彰显的”智慧型领导”,战略策划不仅必要,而且十分重要。它是实现良好领导效能的“必要条件”。战略策划就是按照某种预期目标,运用各种可能的手段和各种社会资源,对社会情势、事件热点、政府形象,公共舆论等进行引导、塑造、调控、均衡和筹划的综合性技术作业过程。而好的战略策划,能延伸、凸现、形塑个性化的领导风格,提高行政绩效。
[Abstract]:According to the daily leadership process, Qin Dejun's "wise leadership" and "strategic planning" can be divided into two basic types: "program leading" and "intelligent leading".Strategic planning is not only necessary, but also very important for the "intelligent leadership", whose rules system is relatively "desalinated" and individual style is relatively evident.It is a necessary condition for achieving good leadership effectiveness.Strategic planning is to use various possible means and social resources to guide, shape and regulate the social situation, the hot spots of events, the image of the government, public opinion, etc., in accordance with certain expected objectives.Balanced and planned integrated technical process.Good strategic planning, can extend, highlight, shape personalized leadership style, improve administrative performance.
