高校内部决策过程的研究

【摘要】:高校承担着培养人才、服务社会的重要职能,是培育社会主义事业建设者和接班人的重要阵地。多年来,我国的高教宏观体制改革已取得许多突破,高校拥有越来越多的办学自主权。随之而来的是,变革高校内部决策和管理体制以理顺内部关系、优化资源配置、提升办学水平,己成高校发展的当务之急。高校内部决策变革涵盖多个层次、多个方面,关系教师、学生和其他利益主体,涉及高校内部政治权力、行政权力、学术权力的关系,包括决策议程、执行、监督、评估全过程。目前,我国高校内部决策上存在着决策权力集中、师生参与程度不够、行政权力过大、决策程序不科学等问题。错误的决策不仅会影响到学校的正常运转,而且会给整个社会带来不良影响。本研究从决策系统和决策过程两方面入手,分别从静态的角度探讨决策主体的参与以及从动态的角度分析决策的整个过程。在高校内部,与决策息息相关的主体有教师和学生,然而目前决策权主要集中在校领导一级,教师和学生只是作为决策的对象而已。高校应该扩大决策参与的主体,吸引有专业知识和能力的师生参与进来,听取更多的意见和建议,这样才能做出更民主和公平的决策。而作为公共部门,校友以及其他社会成员也有权参与高校决策,他们拥有更多的社会资源,并且能够站在不同的角度更加理性的看待学校内部问题,为高校内部决策提出有创造力的思路,创造更多的公共价值和利益。在高校内部,行政权力的过大一直是关键问题,加强学术权力是进行科学决策的重要一步。根据我国国情,学术权力弱化,重点就是要充分尊重学术权力,提高学术委员会的地位,充分发挥专家、教授的作用。从问题的形成、方案的确立到决策的执行、评估这一系列过程都需要有科学、合理的程序才能确保科学决策的建立。
[Abstract]:Colleges and universities assume the important function of cultivating talents and serving the society, and are the important position of cultivating socialist builders and successors. Over the years, many breakthroughs have been made in the macro-system reform of higher education in China, and colleges and universities have more and more autonomy in running schools. Therefore, it is urgent to reform the internal decision-making and management system in order to rationalize the internal relations, optimize the allocation of resources and improve the level of running a school. The transformation of internal decision-making in colleges and universities covers many levels, many aspects, related to teachers, students and other stakeholders, and involves the internal political power, administrative power and academic power of colleges and universities, including the decision-making agenda, implementation, supervision, etc. Evaluate the whole process. At present, there are some problems such as centralization of decision-making power, insufficient participation of teachers and students, excessive administrative power, unscientific decision-making procedure and so on. Wrong decision-making will not only affect the normal operation of the school, but also have a negative impact on society as a whole. This study starts with the decision system and the decision process, discusses the participation of the decision makers from the static point of view, and analyzes the whole process of the decision from the dynamic point of view. In colleges and universities, there are teachers and students who are closely related to decision-making. However, at present, the decision-making power is mainly concentrated at the school leadership level, and the teachers and students are only taken as the objects of decision-making. Colleges and universities should expand the main body of decision-making participation, attract teachers and students with professional knowledge and ability to participate, listen to more opinions and suggestions, so as to make more democratic and fair decisions. And as the public sector, alumni and other members of society also have the right to participate in college decision-making, they have more social resources, and they are able to take a more rational view of the school's internal problems from different perspectives. This paper puts forward creative ideas for internal decision making in colleges and universities, and creates more public values and interests. In colleges and universities, too large administrative power has always been a key issue, and strengthening academic power is an important step in scientific decision-making. According to the situation of our country, academic power is weakened, the emphasis is to fully respect academic power, improve the status of academic committee, and give full play to the role of experts and professors. From the formation of the problem, the establishment of the scheme to the execution of the decision, the process of evaluation requires a scientific and reasonable procedure to ensure the establishment of the scientific decision.
