泉州港务集团的发展战略研究

【摘要】:随着全球一体化,枢纽港的竞争日趋激烈的背景下,泉州港务集团在发展中在取得巨大成就的同时,同样存在在港口功能建设方面有待提高,货运结构急需梳理,发展重量不重质的等多方面的问题。而正是由于这些问题的存在,使得泉州港务集团最近几年业绩出现了明显下滑,泉州港的发展不仅落后于我国其他主要港口的发展规模和速度,也在了福建三大港口竞争中处于的末端位置。在这种情况下,泉州港务集团也一直没有制定出一个较为明确的发展战略来改变目前的发展困境。为此本文以泉州港务集团有限公司为研究对象,运用理论与实践相结合、定性分析等方法在界定相关概念的基础上,对泉州港务集团的发展概况、行业环境和宏观环境进行系统分析,运用SWOT分析方法考察泉州港务集团的面临的优势、劣势、机会、威胁。通过研究发现泉州港务集团在发展中存在着港口自然资源丰富,区位条件较为优越、港口腹地经济发达,产业呈现多样化特征等优势,也存在着物流意识不强、人才流失较为严重、研究与开发能力有待提高以及货物运输信息化水平较低等劣势,同时有国家和地方政策的大力扶持、两岸合作领域的拓展等机会,最后也面临着国际经济发展放缓、港口辐射能力有限以及区域内竞争对手较多等发展威胁。笔者研究认为泉州港务集团的发展战略目标为:一、争取在“十三五”年末,将泉州港务集团的年货物运输吞吐量提升到1亿吨以上、年集装箱运输能力达到每年80万标准箱以上、在“十三五”期间争取每年建设1个以上深水泊位,使得“十三五”年末生产性码头数量达到30个,万吨级以上深水泊位超过10个;二、要大力缩小厦门港和福州港之间的差距,使得泉州港务集团成为福建省乃至整个东南沿海地区的重要的现代化综合型港口。为了保障战略目标的顺利实现,泉港集团要做好以下几点:一、调整组织结构,建立核心管理层;二、要进行适当的分权和授权;三、要建立有效的激励机制;四、要积极争取政府部门的资金和政策支持;五、要建立合理的人才管理制度,积极引进高端人才;六、要加强集团物流和信息化建设。
[Abstract]:With the integration of the world and the increasingly fierce competition of the hub port, Quanzhou Port Group has made great achievements in its development, and at the same time, it also needs to be improved in the port function construction, and the freight transport structure urgently needs to be combed out.The development of weight, quality, and other aspects of the problem.It is precisely because of these problems that Quanzhou Port Group has seen a marked decline in its performance in recent years. The development of Quanzhou Port not only lags behind the development scale and speed of other major ports in China.Also in Fujian three major port competition in the end of the position.In this case, Quanzhou Port Group has not worked out a clear development strategy to change the current development dilemma.Therefore, this paper takes Quanzhou Port Group Co., Ltd as the research object, applies the combination of theory and practice, qualitative analysis and other methods, on the basis of defining the relevant concepts, the development of Quanzhou Port Group general situation,The industry environment and macro environment are systematically analyzed, and the advantages, disadvantages, opportunities and threats faced by Quanzhou Port Group are investigated by using SWOT analysis method.Through the research, it is found that Quanzhou Port Group has many advantages in its development, such as abundant port natural resources, superior location conditions, developed economy in the hinterland of the port, diversified characteristics of industry and so on, as well as a weak sense of logistics.The brain drain is relatively serious, the research and development capacity needs to be improved, and the level of informationization of cargo transportation is relatively low. At the same time, there are opportunities such as strong support from national and local policies, expansion of cross-Strait cooperation fields, etc.Finally, it also faces the development threat of the international economic slowdown, the limited radiation capacity of the port and the number of competitors in the region.The author considers that the development strategic objectives of Quanzhou Port Group are as follows: first, strive to increase the annual cargo transport throughput of Quanzhou Port Group to more than 100 million tons by the end of the 13th Five-Year Plan.The annual container transport capacity reaches more than 800000 TEUs per year. During the 13th Five-Year Plan period, we strive to build more than one deep-water berth each year, resulting in the number of productive terminals reaching 30 at the end of the 13th Five-Year Plan.There are more than 10 deep-water berths over ten thousand tons. Secondly, the gap between Xiamen Port and Fuzhou Port should be narrowed, making Quanzhou Port Group an important modern comprehensive port in Fujian Province and even the whole southeast coastal area.In order to ensure the smooth realization of the strategic objectives, the Quangang Group should do the following: first, to adjust the organizational structure and establish the core management; second, to carry out appropriate decentralization and authorization; third, to establish an effective incentive mechanism; and fourth, to establish an effective incentive mechanism.It is necessary to actively strive for government funds and policy support; fifthly, to establish a reasonable talent management system and actively introduce high-end talents; and sixthly, to strengthen the group logistics and information construction.
