江西电网项目资产管理系统的研究与分析

【摘要】：随着国家电网在“十一五”期间全面建设“三集五大”体系的要求,江西电网公司需要统合项目资产管理,进一步提高资产管理的集约化水平。国家电网公司在2012全面建设“三集五大”体系,给公司管理带来了全方位、根本性的变革。其中,深化资产集约化管理是“三集五大”体系建设的重要一环,具有重要意义。本研究首先对江西电网项目资产管理系统的研究背景进行了简单阐述,参考国内外企业项目资产管理和工程项目资产管理系统的开发经验,结合电力工程行业所具有的特点进行综合分析,就江西电网项目资产管理系统的主要涉及到的业务流程进行了分析。具体涵盖了新增项目资产、项目资产的融租、项目资产的报废、项目资产的调拨、项目资产库存盘点等；给出了系统的业务流程图和数据流程图,以及系统功能数据分析,并对数据字典做了详细描述。研究根据需求分析的结果,对系统进行了总体设计,并依照总体设计框架,设计了各功能的子模块,包括项目资产新增、项目资产融资租入、项目资产报废、项目资产调拨、项目资产库存盘点等五个子模块。最后,分析了实体之间的关系,给出了系统全局E-R图,对数据库进行了详细设计。通过对江西电网项目资产管理系统的研究与分析,重新梳理了项目资产管理的工作流程,在系统设计中,考虑了项目管理流程的全覆盖,并将项目管理与资产管理部分内容进行整合,规范了项目资产的管理,细化了对资产的管控,为江西电网项目资产管理系统的进一步实现提供了有益的参考。
[Abstract]:With the requirement of the construction of the "three sets and five" system in the 11th Five-Year Plan period, Jiangxi Power Grid Company needs to integrate the project asset management and further improve the intensive level of asset management. In 2012, State Grid Company built the "three sets and five" system, which brought all-round and fundamental changes to the management of the company. Among them, deepening asset intensive management is an important link in the construction of "three sets and five major" system, which is of great significance. Firstly, the research background of project asset management system of Jiangxi power grid is briefly described, and the development experience of project asset management and project asset management system of domestic and foreign enterprises is referred to. Combined with the characteristics of power engineering industry, this paper analyzes the main business process involved in Jiangxi power grid project asset management system. It specifically covers the newly added project assets, the rentals of project assets, the scrapping of project assets, the allocation of project assets, the inventory count of project assets, etc. The business flow chart and data flow chart of the system, as well as the analysis of system function data are given. The data dictionary is described in detail. According to the results of demand analysis, the system is designed as a whole, and the sub-modules of each function are designed according to the overall design framework, including the new project assets, project asset financing rental, project assets scrapping, project asset allocation. Project asset inventory and other five sub-modules. Finally, the relationship between entities is analyzed, the global E-R diagram of the system is given, and the database is designed in detail. Through the research and analysis of the project asset management system of Jiangxi Power Grid, the workflow of project asset management is reorganized. In the system design, the full coverage of project management process is considered. The project management and asset management are integrated, the management of project assets is standardized, and the management of assets is refined, which provides a useful reference for the further realization of the project asset management system of Jiangxi Power Grid.
