【摘要】：正机构编制部门需要处理大量的征求意见稿,工作实践中存在牵头拟文处室确定难、答复意见按时办结难、前后衔接一致难等问题。由秘书处室牵头实施"快速反应"机制后,大幅提升了办文效率。机构编制部门收到要求回复的文件大体上分两种:一种是请求批复、提供材料、就某专门事项提出意见的,可称为"问答题";还有一种是征求意见稿,即对由别的部门起草完成的文稿提出修改意见,可称为"改错题"。机构编制部门工作涉及面较宽,且涉及人
[Abstract]:The construction department of the Secretariat needs to deal with a large number of draft documents , and there are problems such as difficulty in identifying the drafting office in the work practice , difficulty in replying to the opinions on time , and difficulties in the connection between the front and the back . The compilation department of the Secretariat has received the request to reply . It is called " Question Answer " ; and one is the draft for comment , which is to propose amendments to the documents prepared by other departments , which may be referred to as " error correction questions " .
