云南省军工事业单位改革研究

【摘要】:经过上世纪六十年代开始的“三线建设”,云南省逐步建成具有自身特点的国防科技工业系统。云南省军工事业单位虽然数量不多,但是均具有轻资产、重科技的特点,个别单位的科研能力处于国内领先、国际先进水平。随着改革开放的深入推进,同大多数事业单位一样,云南省军工事业单位也出现了在管理制度上政事职责不分、管理方式单一;在用人制度上缺乏有效的竞争激励机制和自我约束机制;在分配制度上机制不活、平均主义倾向严重等一系列问题。同时作为一类特殊的事业单位,云南省军工事业单位因为主要围绕军品任务配置资源和建立组织结构,在面向军民品两个市场时,在成果转化、组织管理等方面出现军民融合发展效率缺失的问题。 在当前的管理学界,公共产品理论和新公共管理理论已经发展的比较完善,广泛应用于改革的各个领域。本文在广泛地采纳公共产品理论、新公共管理理论和产业经济学观点的基础上,借鉴国内外军工事业单位改革的成功经验,结合系统分析法和定性分析法,综合地分析云南省军工事业单位改革过程中的问题及成因。云南省军工事业单位改革并不是简单的单位改制或者是军民融合发展的问题,而是将两者结合起来,针对改革过程中存在的难点以及“新常态”下存在的新问题、新矛盾,依据国家政策法规,结合相关理论研究和分析,采取相应的对策措施。对划分为生产经营类的单位可以根据现代企业制度使其转变为自负盈亏的企业;对划分为公益类的单位一方面仍需强调其公益性质,做好公共产品的提供,另一方面需做好自身改革,改进管理流程,提升管理效率。
[Abstract]:After the "three-line construction" began in -40s, Yunnan Province has gradually built its own characteristics of national defense science, technology and industry system. Although the number of military industrial institutions in Yunnan Province is small, they all have light assets. With the development of reform and opening to the outside world, the scientific research capability of individual units is the same as that of most institutions. Yunnan military industry and institutions also appeared in the management system of the administrative responsibilities are not divided, the management method is single; Lack of effective competitive incentive mechanism and self-restraint mechanism in the employment system; In the distribution system mechanism is inactive, egalitarianism tendency is serious and a series of problems. At the same time, as a special institution. Because of the allocation of resources and the establishment of an organizational structure around the tasks of military products, military institutions in Yunnan Province have transformed their achievements when facing the two markets of military and civilian products. Organizational management and other aspects of military and civilian integration development efficiency problems. In the current management field, the theory of public goods and the theory of new public management have been developed relatively perfect, widely used in various fields of reform. This paper widely adopts the theory of public goods. Based on the theory of new public management and the viewpoint of industrial economics, this paper draws lessons from the successful experience of the reform of the military industry and institution at home and abroad, and combines the system analysis method and the qualitative analysis method. This paper comprehensively analyzes the problems and causes in the reform of Yunnan's military industrial institutions. The reform of Yunnan's military institutions is not a simple reform of units or the integration of military and civil development, but a combination of the two. In view of the difficulties existing in the process of reform and the new problems and contradictions existing under the "new normal", according to the national policies and regulations, combined with the relevant theory research and analysis. The corresponding countermeasures should be taken. According to the modern enterprise system, the units divided into production and management can be transformed into self-responsible enterprises. On the one hand, it is necessary to emphasize the nature of public welfare and to provide public goods, on the other hand, it is necessary to reform itself, improve the management process and improve the management efficiency.
