提升中国地方政府行政效能的对策研究

【摘要】：对于国家而言,行政效能的高低不仅影响到行政目标的实现,更关系到整个国家的竞争力。地方政府作为最贴近社会公众的政府部门,其治理的好坏对一个地区的经济发展和社会稳定有着重要影响。长期以来,中国地方政府行政效能不高,极大地阻碍了所在地区行政活动的有效开展,以及公共产品、公共服务的提供效果,造成了公共资源的浪费。积极改善地方政府行政效能,建立积极、高效的服务型政府是人民群众对地方政府的迫切要求,更是地方政府的努力方向。本文列举了中国地方政府效能低下的现状,分析了原因,并为地方政府效能的提升提出建议。首先,本文明确了研究对象和相关理论。论述了研究的背景、意义、研究的思路和方法,以及国内外研究的现状,界定了地方政府和行政效能的概念,论述研究理论基础和现实需求。其次,进行现状分析,从组织机构、办事程序、行政成本等6个方面阐述了目前中国地方政府存在的行政效能问题,接下来通过宏观和微观两个视角分析了中国地方政府行政效能低下的原因,为最终解决问题提供理论指导。最后,根据前面的原因分析,从五个方面提出了提升中国地方政府行政效能的对策。
[Abstract]:For the country, the level of administrative effectiveness not only affects the realization of administrative objectives, but also relates to the competitiveness of the whole country. Local governments as the most close to the public government departments. Good or bad governance has an important impact on the economic development and social stability of a region. For a long time, the administrative efficiency of local government in China is not high, which greatly hinders the effective development of administrative activities in the region. And the effect of public goods and public services, resulting in the waste of public resources. To actively improve the administrative effectiveness of local governments, to establish an active, efficient service-oriented government is the people's urgent demand for local governments. This paper enumerates the current situation of the low efficiency of local government in China, analyzes the reasons, and puts forward some suggestions for the improvement of the efficiency of the local government. This paper defines the research object and related theories, discusses the background, significance, research ideas and methods, and the current situation of domestic and foreign research, defines the concepts of local government and administrative effectiveness. This paper discusses the theoretical basis and practical needs of the research. Secondly, it analyzes the current situation, and expounds the administrative efficiency problems existing in the local government in China from six aspects, such as organization, procedure and administrative cost. Then through the macro and micro perspective to analyze the reasons for the low administrative efficiency of local governments in China, to provide theoretical guidance for the final solution. Finally, according to the reasons of the above analysis. This paper puts forward the countermeasures to improve the administrative efficiency of Chinese local government from five aspects.
