福建省科技创新平台建设中的政府职能研究

【摘要】：十八大报告提出要把科技创新摆在国家发展全局的核心位置上,要实施创新驱动发展战略。2015年3月出台了《中共中央国务院关于深化体制机制改革加快实施创新驱动发展战略的若干意见》,指出要加快实施创新驱动发展战略。科技创新平台是整合集聚科技创新资源,为产业结构转型升级提供科技支撑,实施创新驱动战略的重要抓手。2005年福建省启动科技创新平台建设,政府把加强科技创新平台建设作为推动科技创新,解决科技和经济“两张皮”,实现产业转型升级、推动经济向中高端水平迈进、实施创新驱动发展战略的重要抓手,从而实现福建省科学发展跨越发展的目标。本研究运用三重螺旋理论、公共物品理论和新公共服务理论,采取文献研究法、实地调研、访谈法等方法对福建省科技创新平台建设中的政府职能进行研究。首先对我国科技创新平台建设的历程进行梳理,在分析科技创新平台的公共物品属性和建设主体基础上,界定了政府在科技创新平台建设中的主要职能,再根据当前科技发展的新特点,探讨从科技管理走向创新治理下,政府发挥职能建设科技创新平台的新要求。随后分析了福建省科技创新平台建设的现状、福建省科技创新平台建设中政府职能发挥的现状及存在的问题；最后提出优化福建省科技创新平台建设中政府职能的对策建议。研究认为：(1)科技创新平台具有公共物品的属性,通过政府介入,并发挥其职能,能够有效推动科技创新平台的建设。政府介入科技创新平台建设的原则是：市场可以起决定性作用的,可以有效配置科技创新资源的领域,政府就不应去插手,要放手让市场自己去发挥决定性的作用,政府能做的而且应该做的就是营造有利于创新的良好环境；但在仅依靠市场机制无法实现资源的有效配置,存在市场失灵的领域,政府应积极承担责任。(2)在科技创新平台建设中,政府扮演了平台的组织者、管理者、协调者等多重的身份,充分发挥政府在规划编制、资金支持、组织协调、政策法规制定、环境营造、人才培养和引进方面的职能,为科技创新平台的建设和发展提供支持。(3)福建省科技创新平台建设中存在政府职能“缺位”、“错位”、“越位”的现象,需要政府从完善科技创新平台建设的规划制定、提高科技创新平台的管理水平、建立科技创新平台建设的多元投入体系、健全科技创新平台的政策体系、营造良好的创新制度环境、加快科技人才队伍建设来优化政府职能。
[Abstract]:The report of the 18 National Congress proposed that scientific and technological innovation should be placed at the core of the overall situation of national development. In March 2015, the CPC Central Committee and the State Council issued the "opinions on deepening the Reform of the system and Mechanism and speeding up the implementation of the Strategy of Innovation-Driven Development". It is pointed out that to accelerate the implementation of innovation-driven development strategy, the sci-tech innovation platform is to integrate and gather scientific and technological innovation resources and provide scientific and technological support for the transformation and upgrading of industrial structure. In 2005, Fujian Province started the construction of scientific and technological innovation platform. The government regards strengthening the construction of scientific and technological innovation platform as a way to promote scientific and technological innovation and solve the "two skins" of science and technology and economy. Realize the industrial transformation and upgrade, promote the economy to the high-end level, implement the innovation driven development strategy, so as to achieve the goal of scientific development of Fujian Province leapfrogging development. This study uses the triple helix theory. The public goods theory and the new public service theory adopt the literature research method, the field investigation. Interview method and other methods to study the government functions in the construction of scientific and technological innovation platform in Fujian Province. First of all, the construction of science and technology innovation platform in China is sorted out. On the basis of analyzing the attributes of public goods and the main body of construction, this paper defines the main functions of the government in the construction of sci-tech innovation platform, and then according to the new characteristics of the current scientific and technological development. This paper discusses the new requirements of the government to build the sci-tech innovation platform from the science and technology management to the innovation governance. Then it analyzes the current situation of the construction of the scientific and technological innovation platform in Fujian Province. The present situation and existing problems of government function in the construction of science and technology innovation platform in Fujian Province; Finally, the author puts forward the countermeasures and suggestions to optimize the government function in the construction of the scientific and technological innovation platform in Fujian Province. The research thinks that the scientific and technological innovation platform has the attribute of public goods, and exerts its function through the government intervention. The principle of government intervention in the construction of sci-tech innovation platform is that the market can play a decisive role and the field of scientific and technological innovation resources can be effectively allocated, the government should not intervene. To let the market play a decisive role, the government can and should do is to create a good environment conducive to innovation; However, in the market mechanism alone can not achieve the effective allocation of resources, there are areas of market failure, the government should actively assume responsibility. 2) in the construction of scientific and technological innovation platform, the government plays the role of platform organizer. Managers, coordinators and other multiple identities, give full play to the government in planning, financial support, organizational coordination, policies and regulations, environmental construction, talent training and introduction of functions. Provide support for the construction and development of sci-tech innovation platform. 3) in the construction of sci-tech innovation platform in Fujian Province, there exists the phenomena of "absence", "dislocation" and "offside" of government functions. It is necessary for the government to improve the planning and formulation of sci-tech innovation platform, improve the management level of sci-tech innovation platform, establish a multi-input system for the construction of sci-tech innovation platform, and perfect the policy system of sci-tech innovation platform. Create a good innovation system environment, speed up the construction of scientific and technological personnel to optimize government functions.
