基于信息生态学的政府信息公开主体研究

【摘要】：在当今信息时代,信息污染、信息爆炸、信息侵犯、信息不对称、数字鸿沟等问题如此严重,国内外竞争如此激烈,给政府信息公开事业带来了一定冲击与阻碍。信息生态学的着眼点就是解决人类面临的信息资源、信息环境、信息可持续发展等问题,它所研究的核心问题就是围绕信息主体而展开的信息活动、信息主体之间的相互作用与联系。将信息生态学运用到政府信息公开主体研究中,就是为了更深层次地探索政府信息公开主体的功能与作用、优化信息资源配置、调研公众信息需求、提高信息共享效率、提升政府信息公开效益,以实现政府信息公开的可持续发展。文章共分为六部分。第一部分为绪论,论述了本文的研究背景、意义和目的,以及政府信息公开、政府信息公开主体和基于信息生态学的政府信息公开主体研究现状及存在主要问题；第二部分为基于信息生态学的政府信息公开主体研究的基本概念与理论基础；第三部分阐述了基于信息生态学的政府信息公开主体研究的可行性分析与基本假定；第四部分探讨了信息主体在政府信息公开信息生态系统中的作用；第五部分进行了信息主体的信息生态位在政府信息公开中应用的探析；第六部分对全文进行概括与总结,并提出展望。
[Abstract]:In the information age, such problems as information pollution, information explosion, information encroachment, information asymmetry, digital divide and so on are so serious, and the competition at home and abroad is so fierce. The focus of information ecology is to solve the problems of information resources, information environment, information sustainable development and so on. The core problem it studies is the information activities around the information subject, the interaction and relation between the information subjects, and the application of information ecology to the study of the subject of government information disclosure. In order to explore the functions and functions of the subject of government information disclosure, optimize the allocation of information resources, investigate the public information needs, improve the efficiency of information sharing and improve the efficiency of government information disclosure. In order to realize the sustainable development of government information disclosure, the article is divided into six parts. The first part is the introduction, which discusses the research background, significance and purpose of this paper, as well as the government information disclosure. The current situation and main problems of the research on the subject of government information disclosure and the subject of government information disclosure based on information ecology; The second part is the basic concept and theoretical basis of the research on the subject of government information disclosure based on information ecology. The third part expounds the feasibility analysis and basic assumptions of the research on the subject of government information disclosure based on information ecology. Part 4th discusses the role of information subject in the information ecosystem of government information disclosure; Part 5th analyzes the application of the information niche of the information subject in the government information disclosure; Part 6th summarizes and summarizes the full text, and puts forward the prospect.
