我国城市治理中公众主体作用研究

【摘要】：城市治理强调公众参与，意味着城市政府要把公众纳入到城市治理中来，承认公众主体地位并发挥其主体作用。城市治理中公众主体作用发挥的有效与否直接影响城市治理的效果。随着公众物质生活水平得到提高，公众政治参与意识也不断增加。公众作为城市治理的最直接受益者参与到城市治理中来，对于保障政府政策科学性、促进社会和谐发展和推进我国民主化进程都具有重要意义。 我国城市经济和城市建设不断发展，传统城市管理模式无法应对城市管理过程中不断产生的新问题和新挑战，亟需向强调公众参与的现代城市治理模式转型。公众参与城市治理是我国社会主义民主政治建设的重要内容，也是实现公共利益最大化的有效途径，更是城市治理兼顾公平与效率的根本保证。在城市治理中强调公众主体作用，意味着公众拥有更多的参与权利，并能在城市治理中发挥更大作用。 本文以我国城市治理中公众主体作用为研究对象，，通过对我国当前公众参与城市治理现状的分析，认为我国城市治理中公众主体作用发挥存在参与热情不高、参与层次较低、参与途径单一和参与法制缺失等问题。要有效发挥我国城市治理中公众主体作用政府就必须从法制层面给予公众参与制度保障；培育良好的政治参与环境，提高公众参与的能力；树立正确的城市治理理念，提升公众参与实效；进一步拓展公众参与的渠道，让公众主体作用得到充分发挥，以此推进我国城市治理走向科学化、民主化。
[Abstract]:Public participation in the city governance, means that the city government should put the public into the city governance, acknowledged the public subject status and play the main role. Public participation in city governance role play is effective or not directly affect the city governance effect. With the public material standard of living has increased public awareness of political participation is increasing the public. As the most direct beneficiaries of city governance participation in city governance, for the protection of government policy scientifically, promote the harmonious development of society and promote the significance of our democratic process.
