我国公益服务体系建设研究

【摘要】：伴随中国经济高速发展,人民群众的对于公益服务的需求日益增长,对公益服务的数量、质量都提出了新的要求。国家提出在2020年,要在我国建立起功能明确、运行高效,能够进行自我治理并且具有有效监管能力的事业单位管理体制和运行机制,倡导形成由政府主导,社会各类力量积极参与的公益服务新格局。但我国目前的公益服务体系存在发展不平衡、监管约束力量薄弱、资金人才缺乏等各类问题,因此研究我国公益服务体系的建设至关重要,争取形成基本服务优先、公益结构布局合理、供给水平平衡适度,并且适合中国国情的中国特色公益服务体系。本文使用文献资料法,比较分析法,实证研究等研究方法,围绕目前公益服务体系的现状展开研究,主要解决以下几个方面的问题：一是将国内外的相关文献进行梳理,对公益服务、公益服务体系、事业单位、社会组织等概念进行界定；二是提出公益服务体系建设的理论基础,通过比较国外发达国家公益服务体系发展经验,提出适用于我国的一些启示；三是通过年鉴数据和实证研究数据介绍我国公益服务体系的发展状况,分析存在的问题以及产生原因；四是提出我国公益服务体系建设的基本措施。本研究不仅关注到了我国目前公益服务体系存在的一系列问题,更基于理论和数据的相关分析,探求阻碍我国公益服务体系发展的原因,据此提出了公益服务体系完善的相关措施,从整体到局部,从而推动中国特色公益服务体系的构建。
[Abstract]:China with rapid economic development, people's growing demand for public services, the number of public service quality, have put forward new demands. The country put forward in 2020, in China to establish a clear function, efficient operation, capable of self governance and has effective regulatory capacity of the business unit management system and operation the mechanism, promote the formation of new pattern led by the government, public service of all kinds of social forces to actively participate in the public service system in our country. But the current uneven development, supervision is weak, the lack of talent capital and other problems, so it is very important to study the construction of public service system in our country, for the formation of the basic public service priority, structure layout reasonable supply level of balance and moderation, public service system Chinese characteristics and suits national conditions. This paper Chinese use literature method, comparative analysis method The empirical research, research methods, research on the current situation of the public service system, mainly to solve the following problems: one is the domestic and foreign related literature review, the public service, public service system, institutions, social organizations in the definition of the concept; two is the theoretical basis of public service system construction the comparison of the developed countries, through the public service system of the foreign development experience, put forward some enlightenment for China; three is through the data yearbook data and empirical research, introduces the development status of public service system in China, analyzes the existing problems and causes; four is to put forward the basic measures of the construction of public service system in our country. The research not only pays attention to a series of problems existing in our country's current public service system, more based on the related theory and data analysis, to explore the obstacle of our country public service The reasons for the development of the system, and accordingly put forward the relevant measures to improve the public service system, from the whole to the part, so as to promote the construction of the public service system with Chinese characteristics.
