城市广场人群聚集踩踏事件风险评估与管理问题研究

【摘要】：随着我国经济、社会高速发展和城市现代化水平的快速提升,城市居民群众在物质生活日益丰裕、富足的同时,其精神文化生活方面的需求也在同步增长。为满足群众日益增长的精神文化生活需求,国内各大城市举办各类体育、文化、艺术、庆典活动的热情日益高涨。以市民公共活动为基本功能、以开放空间为基本特征的城市广场自然成了举办上述活动的首选场地。大型文化、艺术、庆典活动必然聚集数量庞大、高度密集的人群。巨量而密集的人群、每个个体活动的自由性和无序性,城市广场相对有限的空间和自由进出的开放性,大型活动给现场人群带来的亢奋而多变的情绪等等,多种因素相互叠加,形成不容忽视的拥挤、踩踏事故风险。政府相关部门、活动组织者乃至每一个活动参与者,均应对此有清晰明确的认识。尤其是政府相关部门和活动组织者,应当尽心竭力,科学管理,做好事前防范、事中管控以及事发时的妥善应对处置。本文结合公共空间相关理论,研究人群在大型城市广场的聚集;结合事故致因理论、突发事件发展机理、人群聚集心理以及风险管理的相关理论探讨城市广场人群聚集踩踏事件发生的条件及其发展、演化的机理;运用模糊综合评价法分析和研判踩踏事件风险;就城市广场人群聚集踩踏事件的防范和应对提出对策措施建议。
[Abstract]:With the rapid development of our economy and society and the rapid upgrading of the level of urban modernization, urban residents are increasingly rich and prosperous in material life. In order to meet the increasing needs of spiritual and cultural life of the masses, all kinds of sports, culture and art are held in major cities in China. Public activities as the basic function, with open space as the basic characteristics of the city square has become the first choice to hold the above activities, large-scale culture, art. Celebrations are bound to gather a large number of highly concentrated crowd large and dense crowd each individual activity of the freedom and disorder the relatively limited space of the city square and the opening of free access. Large-scale activities to the scene of the crowd of excited and volatile emotions, and so on, a variety of factors superimposed on each other, forming a crowded, stampede risk. Relevant government departments. Activity organizers and even every participant should have a clear and clear understanding of this, especially the relevant government departments and event organizers, should do their best, scientific management, and do a good job of prevention in advance. Combined with the theory of public space, this paper studies the crowd gathering in the large city square; Combined with the theory of accident cause, the development mechanism of unexpected events, crowd aggregation psychology and risk management theory, this paper discusses the conditions, development and evolution mechanism of crowd gathering and stampede in city square. The fuzzy comprehensive evaluation method is used to analyze and judge the risk of stampede. This paper puts forward some countermeasures and suggestions on how to prevent and deal with the stampede event in city square.
