安徽省政府购买公共服务现状、问题和对策研究

【摘要】：政府购买公共服务起源于是西方国家的社会福利制度改革,并于20世纪80年代以后在欧美等发达国家得到普遍运用。国外的实践表明,政府购买公共服务能够带来多重好处：重新划定公共部门的活动领域,放弃具体的生产任务,专注于政府的核心功能,为私营经济活动创造良好的环境,实现社会权力的回归和政府角色的转变；减少政府因其天然垄断地位而直接去充当公共服务生产者兼提供者所带来的财政消耗,纠正作为生产者的政府因追求利益最大化而不顾公民的利益、违背提供公共服务的初衷的行为；通过激励私营部门和其他非营利组织的扩张,促进了社会组织和社会结构的的发展与完善,有利于政府、社会、企业三者协同发展。创新公共服务供给模式能够促进三者之间的良性互动,因而政府购买公共服务无疑是一项健全现代公共服务体系、提高公共服务水平、构建服务型政府、创新社会管理和加强社会建设的重要手段。这种最早在西方发达国家作为政府提供公共服务的新理念、新机制和新办法,近年来已被我国各级政府广泛运用到社会服务实践活动中,成为政府提高公共服务水平的重要途径。但是,政府购买公共服务在我国尚处于探索阶段,还需要深入研究,需要和各级政府、相关部门、社会组织以及科研机构的共同努力,以便建立更加系统、科学、规范、有效的政府购买公共服务体系。本文即是以安徽省政府购买公共服务为研究对象,从政府购买公共服务的基本概念出发,运用相关理论,分析安徽省政府购买公共服务的现状,指出存在的问题,并给出相应的对策建议。
[Abstract]:The origin of government purchase of public services led to the reform of social welfare system in western countries and was widely used in developed countries such as Europe and the United States after 1980s. Government procurement of public services can bring many benefits: redefine the areas of public sector activity, give up specific production tasks, focus on the core functions of the government, and create a good environment for private economic activities. To realize the return of social power and the change of government role; Reduce the government because of its natural monopoly position directly to act as a public service producer and provider of financial consumption, correct the producer of the government because of the pursuit of maximum interest and disregard for the interests of citizens. Conduct contrary to the original intention of the provision of public services; By encouraging the expansion of the private sector and other non-profit organizations, it promotes the development and improvement of social organizations and social structure, which is beneficial to the government and society. Innovation of public service supply mode can promote the positive interaction between the three, so it is undoubtedly a sound modern public service system and improve the level of public service. Constructing service-oriented government, innovating the social management and strengthening the social construction is an important means, which is the new idea, new mechanism and new method of government providing public service in the western developed countries. In recent years, our government has been widely used in social service practice activities, as an important way for the government to improve the level of public service. However, government purchase of public services in China is still in the exploration stage. There is also a need for in-depth research and joint efforts with governments, relevant departments, social organizations and scientific research institutions at all levels in order to establish a more systematic, scientific and normative approach. This paper takes Anhui Provincial Government to purchase public services as the research object, starting from the basic concept of government purchasing public services, using relevant theories. This paper analyzes the current situation of Anhui provincial government purchasing public service, points out the existing problems, and puts forward corresponding countermeasures and suggestions.
