我国省直管县行政体制改革研究

【摘要】:伴随着市场经济体制在我国的建立和完善,现行“市管县”体制的弊端逐渐暴露,抑制了县域经济的健康发展,拉大了城乡差距,降低了行政效率。“市管县”体制遭到了越来越多的质疑,减少行政层级、提高行政效率,实行“省直管县”体制的呼声越来越高,“省直管县”体制改革逐渐进入政府中央决策层和学术界的视野。20世纪90年代以来,全国许多省份都进行了财政省直管和“强县扩权”的改革,并取得了良好成效。“省直管县”体制改革对于我国经济、政治和社会的发展都有着重要的意义,它有利于我国行政管理体制创新和经济体制改革;有利于加快我国社会主义新农村建设,进一步解决“三农”问题,维护社会稳定;有利于推动我国依法行政和依法治国;有利于促进县域经济发展、统筹城乡发展。本文依据专业理论,从行政管理学科的角度出发,力避以往多数研究只专注于从财政改革角度透视省直管县改革的一般做法,探索统筹推进财政体制改革与行政体制改革,运用文献研究、历史研究和比较分析等研究方法,系统阐述了“省直管县”这一命题。全文主要内容共分六个部分:第一部分,引言。主要阐述本文的选题背景,研究目的和意义,国内外的研究成果,研究方法,基本框架和本论文的主要创新之处。第二部分,阐明了省直管县体制的相关概念,提出改革的理论基础:行政组织扁平化理论、区域经济学理论、“增长极”理论等。第三部分,分析我国市管县体制的弊端,论证了我国省直管县体制改革的必要性。第四部分,介绍了省直管县改革几种有代表性的实践模式。第五部分,在总结经验的基础上提出改革中出现的问题,主要是:省级政府管理失灵、市县两级矛盾突出、县域经济发展不科学、地级市回应不积极,并剖析了问题产生的原因。第六部分,针对当前我国省直管县存在的主要问题提出了相应的对策和建议,首先,加快政府职能转变,明确省级政府在改革中的定位;其次,合理划分市、县权责,正确处理好府际关系;再次,加强县级政府的建设,完善权力监督、增强发展自主权;最后,加快法律和相关配套制度的建立。
[Abstract]:With the establishment and perfection of the market economy system in our country, the malpractice of the current "city governing county" system is gradually exposed, which inhibits the healthy development of the county economy and widens the gap between urban and rural areas. Reduce the administrative efficiency. "City and county" system has been more and more questioned, reduce administrative levels, improve administrative efficiency, the implementation of the "provincial direct control of counties" system is becoming more and more vocal. Since 90s of 20th century, many provinces in China have carried out the reform of direct administration of finance and expansion of power of strong counties. It is of great significance to the economic, political and social development of our country, which is conducive to the innovation of the administrative system and the reform of the economic system. It is helpful to speed up the construction of new socialist countryside in China, further solve the problem of "agriculture, countryside and farmers" and maintain social stability. It is advantageous to promote our country to administer by law and rule the country according to law; It is helpful to promote the development of county economy and to coordinate the development of urban and rural areas. In the past, most studies focused on the general practice of directly managing county reform from the perspective of financial reform, explored and promoted the reform of financial system and administrative system as a whole, and applied literature research. Historical research and comparative analysis of research methods, systematically elaborated the "province directly administered county" this proposition. The main content of this paper is divided into six parts: the first part, introduction, mainly describes the background of this paper. Research purpose and significance, research results at home and abroad, research methods, basic framework and the main innovations of this paper. Put forward the theoretical basis of the reform: administrative organization flat theory, regional economics theory, "growth pole" theory and so on. The third part, analyzes the malpractice of our country city and county system. This paper demonstrates the necessity of the reform of the system of the counties directly in charge of provinces in China. Part 4th introduces several representative practical models of the reform of the counties directly in charge of the provinces. Part 5th puts forward the problems in the reform on the basis of summing up the experience. Mainly: the provincial government management failure, the city and county level contradiction prominent, the county area economy development is not scientific, the prefectural level city response is not active, and has analyzed the reason which the question produces. 6th part. This paper puts forward corresponding countermeasures and suggestions in view of the main problems existing in the direct administration of counties in our country. Firstly, it speeds up the transformation of government functions and clarifies the orientation of provincial governments in the reform; Secondly, reasonable division of the city, county power and responsibility, the correct handling of inter-government relations; Thirdly, we should strengthen the construction of county-level government, perfect the supervision of power and strengthen the autonomy of development. Finally, speed up the establishment of laws and related supporting systems.
