试论社会组织与反腐败建设

【摘要】：正一方面,由于社会组织承担着大量原来政府承担的公共职能,因而也具有了某些公权力属性,所以必须预防其腐败;另一方面,社会组织也构成了公权力制约体系中的重要一极,它是制约国家公权力的重要力量,因而可以很好地发挥社会组织这方面的作用,增强反腐败的力量。社会组织之所以具有反腐功能,是因为:首先,社会组织是一种独立的社会力量,它具有监督与制约国家公权力的重要作用。其次,社会组织是政府职能的重要合作者,有助于及时发现腐败,防止腐
