政社协同：长春市南关区首届公益创投项目实践研究

【摘要】：公益创投起源于20世纪90年代的欧美,也称慈善创投,是一种培育、发展公益性社会组织的创新模式。2006年公益创投的理念引入我国大陆,首先在上海付诸实践,随后在全国范围内推广,日益成熟。在我国政治经济体制不断改革,构建服务型政府的今天,公益创投作为一种新的公益慈善和投资方式,在政府购买公共服务中发挥着越来越重要的作用。本文结合长春市南关区首届公益创投实践的研究,对公益创投的界定、模式、实践发展以及问题等方面进行解读。重点关注“政社协同”下的公益创投活动,充分发挥了政府与社会组织的各自优势,很好的满足了居民对公共服务的多样化需求。长春市南关区首届公益创投在项目的开展中,慈善组织、志愿者协会、社会工作机构等非营利性社会组织积极参与,其中本土社会工作机构因其“助人自助”的服务理念、科学的工作方法、创新的服务方案、专业的人才队伍等优势纷纷入围,占到入围社会组织的大部分,因此本文的“政社协同”中的“社”侧重关注本土的社会工作机构。同时,本文通过个案研究的方法,对长春市南关区首届公益创投流程做详细介绍,内容做深入分析,指出项目在定位、机制、操作上的优势,以及在资金、人员配置、项目申请方等方面的不足,提出“政社协同”下的长春市南关区公益创投项目可持续发展相关建议。我国的公益创投还处于起步阶段,研究还多停留在解释层面,希望通过此次实践研究,探索更多的公益创投创新模式,来丰富我国公益创投实践经验。
[Abstract]:Public venture capital originated in 1990s in Europe and America, also known as charitable venture capital. It is an innovative mode of cultivating and developing public welfare social organizations. In 2006, the concept of public welfare venture capital was introduced into the mainland of China and was first put into practice in Shanghai. Then it was popularized throughout the country and matured day by day. With the constant reform of our political and economic system and the construction of a service-oriented government, public interest venture capital as a new form of charity and investment, This paper combines the research of the first public venture capital practice of Changchun City Nanguan District to define and model the public service venture capital. Practice development and problems are interpreted. The focus is on the public interest venture capital activities under the "political and social cooperation", so as to give full play to the respective advantages of the government and social organizations. Very well to meet the diverse needs of residents for public services. The first public interest venture capital project in Nanguan District, Changchun City, was carried out with the active participation of non-profit social organizations, such as charitable organizations, volunteer associations, social work organizations, etc. Among them, local social work organizations have been shortlisted because of their service concept of "helping others to help themselves", scientific working methods, innovative service schemes, and professional talents, which account for the majority of the social organizations in the shortlist. Therefore, the "society" in this paper focuses on the local social work organizations. At the same time, through the method of case study, this paper makes a detailed introduction to the process of the first public interest venture capital in Nanguan District, Changchun City, and makes an in-depth analysis of the content. Pointing out the advantages of the project in terms of location, mechanism, operation, as well as the deficiencies in the aspects of funds, staffing, project applicants, etc. This paper puts forward some suggestions on sustainable development of public welfare venture capital project in Nanguan District of Changchun City under "political and Social Cooperation". The public welfare venture capital project in China is still in its infancy, and the research is still at the level of explanation. I hope that through this practical study, To explore more innovative models of public venture capital to enrich the practical experience of public interest venture capital.
